Sierra Chemical Co. <br />RCRA Contingency Plan <br />Large Fires <br />As noted above, anytime there is a fire that is deemed to be beyond the capabilities of a fire <br />extinguisher, the following shall be performed: <br />• Assess possible hazards to human health and the environment that may result from the <br />fire/explosion including: <br />o Persons injured and seriousness <br />o Location of any spill or leak, material involved, and source <br />o Type of material that has spilled is leaking and/or is involved in the fire/explosion <br />o The approximate amount of material spilled, an estimate of the liquid discharge flow <br />rate and direction of flow <br />• Verbally notify personnel in the immediate area <br />• <br />Call 9-1-1 <br />• Evacuate personnel using the closest exit route, as seen in Appendix F <br />• Employees and contractors will report to their supervisors in the designated evacuation points. <br />• Once employees have left the building, they may not go back in until instructed to do so by <br />supervision (On -scene Incident Commander) or sounding of the "all clear" signal. <br />• Send one employee, if necessary, to meet the ERT and inform them where the fire is located <br />• Advise the ERT on its arrival if all personnel are accounted for. If personnel are missing, inform <br />ERT as to the last known location of anyone including visitors <br />Emergency Response Team Procedures <br />• Upon notification, immediately respond to the location <br />• All fire situations, no matter how shall or minor, shall be called in by on ERT member to Stockton <br />911 Dispatch Center. <br />Y if the fire is still in the incipient (small) stage, attempt to extinguish it. Do not attempt to <br />extinguish afire that is beyond the incipient stage. <br />• Refer to Fire Extinguisher Use Guidelines and Risk Assessment in this section as a reference during <br />training and exercises. <br />• Ensure that everyone has evacuated the building or area (all employees, contractors and visitors). <br />• The first arriving ERT member will report by runner, cell phone or by radio that the team is on the <br />scene and give an initial assessment of the situation to Incident Commander. <br />• ERT will establish security around the scene using plant personnel and resources. Leave walks and <br />drives open for first responders <br />• One ERT shall go the fire hydrant and ensure there is clear access to the hydrant <br />• ERT will assist in directing outside resources to the fire scene <br />• Once the fire department officer -in -charge arrives, an ERT member or Incident Commander will <br />provide a status of the situation including accountability of personnel <br />• ERT provides assistance to responding fire department(s) with process status, utility isolation, <br />floor plan layout, hazardous materials storage, properties of hazardous materials and other <br />potential hazards <br />• ERT will assist management with a preliminary damage assessment and help determine which <br />areas of the building cannot be reoccupied. Once the fire department returns control of the <br />building, additional assessments will be conducted to determine whether temporary repair work <br />can feasibly be performed by to minimize further damage.
