Sierra Chemical Co. <br />RCRA Contingency Plan <br />• Dilution <br />• Disposal <br />• Isolation <br />• Neutralization <br />o Solidification <br />Any necessary verification of air, soil, or water samples will be directed by the IC and EHSS Manager. <br />Immediately after an emergency, the IC will provide treating, storing, or disposing of recovered waste(s), <br />contaminated soil or surface water, or any other material that results from a release, fire, or explosion <br />at the facility in accordance with standard operating procedures. Air monitoring equipment is available <br />for use and may be used to verify that concentrations of chlorine and sulfur dioxide are below <br />permissible exposure limits before any operations within the facility begin. <br />For level II and III incidents after the emergency itself is controlled and contained by Sierra Chemical <br />Co.'s ERT or an outside emergency response contractor (in the case of level III), the IC will be responsible <br />for the development and implementation of an incident -specific decontamination plan. PPE will be <br />decontaminated or disposed of according to the procedure before it is returned to the storage location. <br />For all Contingency Plan emergency responses, the EHSS Manager will ensure, in Keeping with standard <br />operating procedures, that, in the affected areas of the facility: <br />No waste that may be incompatible with the released material is treated, stored, or disposed of <br />until cleanup procedures are completed <br />All emergency equipment in the Contingency Plan is cleaned and fit for its intended use or <br />replaced before operations are resumed <br />During an <br />emergency, the <br />IC and Site Safety Manager will ensure <br />that reasonable measures are taken so <br />that fires, <br />explosions, and <br />releases <br />do not occur, recur, or spread <br />to the hazardous waste or other <br />hazardous <br />materials at the facility. <br />These measures may include: <br />• Stopping processes and operations <br />• Collecting and containing released wastes and materials <br />• Removing or isolating containers of waste or hazardous substance posing a threat <br />• Ensuring that wastes managed during an emergency are handled, stored, or treated with due <br />consideration from compatibility with other wastes and materials onsite with containers <br />utilized. <br />• Restricting personnel not needed for response activities <br />• Evacuating the area <br />• Curtailing nonessential activities in the area <br />• Conducting preliminary inspections of adjacent facilities and equipment to assess damage <br />• Overpacking and/or removing damaged containers/drums from affected areas. <br />• Maintaining fire equipment on standby at the incident site in cases where ignitable liquids have <br />been or may be released and ensuring that all ignition sources are kept out of the area.
