25. Outdoor Noise Levels: Best available noise reduction measures shall be implemented by the <br /> applicant to reduce noise levels in primary outdoor use areas (backyards) of new residential <br /> development to an Ldn of 60 dB. The subdivider shall specify what additional, reasonable measures <br /> have been taken in this regard. Where it is not possible to reduce noise levels to this level using <br /> practical application of the best available noise reduction measures, an exterior noise level of up to <br /> 65 db may be allowed. [Master Plan Policy 11.3.1 (e)] In the case that noise levels cannot be reduced <br /> to the design noise level of 60 dB, the applicant must provide notice via a note on the deed of each <br /> lot stating that exterior noise levels may exceed 60 dB. <br /> Timing: Inclusion of note on the Final Map approved by CDD prior to Final Map approval,and inclusion <br /> of note on deed prior to issuance of building permits. <br /> 26. Soundwalls and berms: The applicant shall construct sound walls at the locations and heights <br /> shown in Figure 5.11-1 of the Initial Study for Neighborhoods K and L at Mountain House. Along <br /> Mountain House Parkway wall heights shall not exceed 7 feet tall as measured from the adjacent <br /> pad grade. [Master Plan Policy 4.2.7 (e)]. Where any openings in soundwalls are proposed for <br /> pedestrian access, "return"walls shall be provided at the openings. These return walls shall continue <br /> along the depths of the adjoining residential yards and shall extend no less than to the rear yard <br /> setback. (This return wall requirement does not apply to "side on" lot conditions.) With respect to <br /> these return walls, CDD may allow the sound wall to be increased a maximum of one additional foot <br /> on the street side of the local road or collector street to compensate for varying pad height and <br /> berming on the adjacent arterial roadways. Entry walls into the neighborhood may be increased more <br /> than the additional one foot, subject to CDD approval. The proposed sound wall (or portion thereof) <br /> along these roads may be constructed to a height that is less than the height standard specified, <br /> subject to confirmation of a noise study prepared by a noise consultant approved by CDD and <br /> MHCSD. All sound walls would be constructed in accordance with the MHCSD Design Manual and <br /> MHCSD Standards. <br /> Timing: Improvement plans approved by CDD and MHCSD prior to first Final Map approval. <br /> 27. Noise Monitoring:The applicant shall conduct noise monitoring at homes within Neighborhood L that <br /> are in proximity to the MHCSD wastewater treatment plant. If measured noise levels are higher than <br /> the adopted standards, the applicantshall work with the MHCSD to incorporate mitigation (sound <br /> walls or housings) that would result in noise levels within Master Plan requirements. <br /> 28. Interior Noise Levels: Interior noise levels for housing proposed to be located in areas exposed to <br /> an exterior noise level of an Ldn above 60 dB shall be maintained at or below an Ldn of 45 d6. [SPII <br /> Implementation Measure 11.2.1 (4)] <br /> Timing: Compliance verified prior to the issuance of building permits. <br /> 29. Construction Noise: The following measure shall be implemented during construction: <br /> Construction shall be restricted to the hours of 6:00 AM to 8:00 PM on weekdays. Extended hours <br /> which may include Saturdays and Sundays may be allowed through prior notice to adjacent <br /> residents and landowners, and prior approval of the MHCSD for infrastructure construction and <br /> CDD for building permits. <br /> All internal combustion engines shall be equipped with exhaust mufflers that are in good condition <br /> and appropriate for the equipment. <br /> Timing: Inclusion of the above measures as notes on Improvement Plans approved by CDD and <br /> MHCSD prior to Final Map approval. <br /> GEOLOGY ANP MLB <br /> 30.
