Exhibit A <br /> Project Description <br /> The applicant proposes to operate its existing septic pumping and portable restroom service business (Windmill <br /> Septic, LLC, dba Windmill Portables) on a 10-acre parcel located at 14250 Jack Tone Road. The business is <br /> relocating because their current site on Highway 99 near Austin Road will be targeted for acquisition by the State <br /> of California in connection with the widening of Highway 99. The vast majority of the customers of Windmill <br /> Portables are existing agricultural businesses and rural residences in San Joaquin County and Stanislaus County. <br /> Windmill Portables provides essential services to individual farms, rural residences, farm labor contractors, <br /> agricultural processing operations and related agricultural entities. Increasingly, restroom facilities are legally <br /> required for a wide variety of agricultural operations. The project would provide a centralized location for the <br /> storage and handling of portable restroom facilities and septic pumping equipment. Windmill Portables also <br /> provides essential septic pumping services primarily to rural agricultural residences, and also to lift stations in the <br /> County. <br /> Based on the foregoing, the applicant believes its business is a"Farm Services" use because it provides essential <br /> equipment and services that support a wide variety of agricultural operations. <br /> Development Title Section 9.115.45 defines farm services as follows: <br /> The Farm Services use type refers to administrative services, soil preparation services, and plant crop services, <br /> and the storage of farm equipment and material for said services, provided to farming operations on a fee or <br /> contract basis. Excluded are those uses classified tinder the Agricultural Processing use type. Typical uses include <br /> farm headquarters offices and contract harvesting done primarily by machine. <br /> Per Table 9-605.2 in the County Development Title,Farm Services uses are permitted subject to Site Approval. <br /> The site will be surrounded by a 6-foot-tall chain link fence,which will be topped by a barbed wire barrier two(2) <br /> feet in height. Access to Jack Tone Road will be provided by two 30-foot-wide electric-powered sliding gates that <br /> will remain open during business hours.The project will also include a 25-foot tall,two-sided pole sign of 50 square <br /> feet per face, and an attached sign 50 square feet in size that shall be illuminated with accent lighting and attached <br /> to the main building below the ridge line. <br /> Although the nature of the applicant's business dictates that the portable restrooms will frequently depart and return <br /> to the site,the applicant estimates that approximately 25-50 toilets will be stored on the site at any given time. The <br /> applicant utilizes approximately 75 portable restroom units in total for its business. The applicant's business <br /> practices mandate that toilets are completely cleaned,emptied,and are free of chemicals before they are designated <br /> for storage. The portable restrooms are emptied with the applicant's septic trucks on the job site before they are <br /> returned to the business location for storage. The applicant also will be using six to seven medium-duty trucks to <br /> perform its septic pumping services. <br /> The high-traffic areas of the site will be paved with asphalt concrete or Portland cement in order to limit dust <br /> emissions.This area will include the office,shop,and parking areas of the site.The remaining unpaved areas of the <br /> site,which will handle significantly lower volumes of traffic,will be topped with gravel. <br /> Waste from onsite portables is removed with the applicant's septic pumping trucks and is delivered to local <br /> municipal wastewater treatment facilities including:the City of Ripon,the City of Manteca, and the City of Tracy. <br /> This information is also available in the wastewater disposal manifests that the applicant regularly submits to the <br /> San Joaquin County Department of Environmental Health. Copies of the previous three months' manifests are <br /> attached to this exhibit for the County's reference. <br />
