This project consists of a Site Approval <br /> application for a farm services facility that provides septic and portable restroom services to agricultural operations. Tha <br /> project proses the construction of a 3,800 square foot building to ba used as an office, storage and maintenance shop. <br /> Tha facility proposes to operate Monday through Friday, from 8:00 am to 5:00 pm, with 4 employees. Tha parcel is <br /> serviced by on-site well and septic system and onsite natural drainage. The project site Is located on [ha east side of S. <br /> Jack Tone Road, 2,636 feat north of E. French Camp Road, Manteca (APN/Address: 203-050-29/'14250 S. Jack Tone <br /> Road, Manteca). <br /> San Joaquin County is a signatory to San Joaquin County Multi-Spacias Habitat Conservation and Open Spaces Plan <br /> (SJMSCP). Participation in the SJMSCP satisfies requirements of both the state and federal endangered species acts, <br /> and ensures chat the impacts are mitigated below a level of signfficanca in compliance with the California Environmental <br /> Quality Act (CEOA). Tha LOCAL JURISDICTION retains responsibility for ensuring that the appropriate Incidental Take <br /> Minimization Measure ora properly implemented end monitored and that appropriate fees ora paid in compliance with the <br /> SJMSCP. Although participation in the SJMSCP is voluntary, Local Jurisdiction/Lead Agencies should b¢ aware that if <br /> project applicants choose against participating in the SJMSCP, they will ba required to provide altarnativa mitigation in an <br /> amount and kind equal fo that provided in the SJMSCP. <br /> This project is subject to the SJMSCP and is located within the unmapped land use area. Per requirements of the <br /> SJMSCP, unmapped projects are subject fo case-by-case review. This can baa 90 day process and it is recommended <br /> that the project applicant contact SJMSCP staff as early as possible. It is also recommended that the project applicant <br /> obtain an information package, http://wwwstcog.org <br /> If this project is approved by the Habitat T¢ehnical Advisory Committee and the SJCOG Inc. Board, the following process <br /> must occur to participate in the SJMSCP: <br /> • Schedule a SJMSCP Biologist to partorm apre-construction survey prior to any ground disturbance <br /> • SJMSCP Incidental fake Minimization Measures and mitigation requirement: <br /> 1.
