Environmental Health Department <br />Hazardous Materials Program Inspection Report <br />Date: <br />June 22, 2021 <br /> Facility Address: <br /> 1975 W LOWELL AVE, TRACY <br /> Facility Name: <br /> TRACY USD - SERVICE CENTER <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />RemarksItem # <br /> 6 HSC 25505(a)(2) Failed to electronically submit a site map with all required content. <br />OBSERVATION: The site map is incomplete. <br />The following were not labeled on the map: <br />• Absorbents, spill kits and fire extinguishers <br />• Fuel loading area <br />• Storm and sewer drains <br />• All areas where hazardous materials are stored and/or handled (emergency generator fuel, oxygen, acetylene, <br />grease, essentialube, anitfreeze/coolant, anti-freeze/coolant-waste, transmission fluid, parts washer, isopropanol, <br />hand sanitizers, Hillyard Suprox-D, etc.) <br />• An asterisk in a circle is marked on map titled "Tracy Unified School District- District Service Center" but it does <br />not have a legend defining what that is marking <br /> <br />REGULATION GUIDANCE: A site map shall contain a north orientation, loading areas, internal roads, adjacent <br />streets, storm and sewer drains, access and exit points, emergency shutoffs, evacuation staging areas, hazardous <br />material handling and storage areas, and emergency response equipment. <br /> If a site map element is not applicable for your facility then list it on the map and label as “NA". <br />CORRECTIVE ACTION: Immediately log into the California Environmental Reporting System (CERS) at <br />http://cers.calepa.ca.gov/, upload the correct or updated information, and submit to the EHD for approval. <br />This is a repeat violation, Class II. <br /> 7 HSC 25505(a)(3) Failed to electronically submit an adequate ER procedures for a release or threatened release. <br />OBSERVATION: The emergency response(ER) procedures were lacking or inadequate. <br />The ER procedures did not include: <br />• Procedures for the mitigation of a release or threatened release to minimize any potential harm or damage to <br />persons, property, or the environment. The submitted emergency response plan only has information for emergency <br />procedures relating to lockdowns, shelter in place, active shooter, airplane crash, animal disturbance, bomb threat, <br />bus accident, death of student or staff, earthquake, etc. These emergency procedures do not pertain to the <br />hazardous materials on site nor are site specific. <br />REGULATION GUIDANCE: A business plan shall include the following emergency response procedures for a <br />release or threatened release of hazardous materials, including, but not limited to, the following: <br /> - immediate notification of local emergency personnel and the Environmental Health Department (EHD) <br /> - procedures for the mitigation of a release or threatened release to minimize any potential harm or damage to <br />persons, property, or the environment <br /> - evacuation plans and procedures, including immediate notice, for the site <br />CORRECTIVE ACTION: Immediately log into the California Environmental Reporting System (CERS) at <br />http://cers.calepa.ca.gov/, upload the correct or updated information, and submit to the EHD for approval. <br />This is a Class II violation. <br />FA0004044 PR0520150 SC001 06/22/2021 <br />EHD 19-01 Rev. 9/16/2020 Hazardous Materials Program OIRPage 3 of 5 <br />1868 E.
