This Work Plan is in response to the February 24, 2025 Review of Additional Site <br /> Assessment Report, City of Lodi Central Plume Source Area letter from the Central Valley <br /> Regional Water Quality Control Board (Water Board) to Andrew Richle of the City, where the <br /> Water Board reviewed the results of the additional assessment that was performed at three primary <br /> locations within the CPSA, and concurred with the City's recommendation of additional soil and <br /> soil vapor assessment in the vicinity of the 18 S. Pleasant Ave. residence. <br /> BACKGROUND <br /> The CPSA is defined as the area bounded by Pine Street,Church Street,Lodi Avenue,and Pleasant <br /> Avenue to the north, east, south, and west, respectively(Figures 1 and 2). Previous investigations <br /> have indicated the presence of PCE and other volatile organic compounds (VOCs) in the soil, soil <br /> vapor, indoor air, and groundwater beneath the CPSA from former historic operations of dry <br /> cleaners and a printing press. <br /> The City operated the CPSA groundwater and soil vapor extraction and treatment systems <br /> (remedial systems) from 2011 through 2019 in the parking lot behind 212 W. Pine St. to treat, <br /> remove, and mitigate PCE and related VOCs that were released into the soil and groundwater <br /> beneath the CPSA during former historic operations of dry cleaners and a printing press. <br /> Operation of the CPSA remedial systems resulted in a significant reduction in PCE and other VOC <br /> concentrations in the subsurface soil, soil vapor, and groundwater beneath the CPSA. <br /> 581 MONTEGO TERRACE,SUNNYVALE,CA 94089 TEL:415-424-3009 <br />
