2.1 Zoning <br />The San Joaquin County Community Development Department web site states <br />that the Site is zoned AG -40, General Agriculture with a minimum parcel size of <br />40 acres. This zoning designation "is established to preserve agricultural lands <br />for the continuation of commercial agriculture enterprises." <br />2.2 Proposed Development <br />A minor subdivision is proposed to divide the Site into a five -acre Parcel A and a <br />42 -acre Parcel B. According to Mr. Martin, the parcel split is for financial <br />planning reasons only; uses of the land will remain unchanged (personal <br />communication, April 27, 2021). <br />2.3 Topography <br />A recent U.S. Geological Survey 7.5 -minute topographic map was obtained from <br />the San Joaquin County District Viewer. In the map, the Site is depicted as flat <br />land located at approximately 10 feet above mean sea level. Irrigation canals are <br />depicted crossing the Site. This map is included as Plate 3. <br />3.0 HISTORICAL RESEARCH <br />3.1 Aerial Photographs <br />Live Oak reviewed aerial photographs of the Site provided by the San Joaquin <br />County Surveyor's Office in Stockton, California. The available photographs <br />were dated 1940, 1952, 1963, and 1975. Additional photographs dated 1998 <br />and 2008 were obtained from the San Joaquin County District Viewer. <br />In the 1940 photo, the Site appears to be open crop land crossed by a few <br />irrigation canals. Paradise Cut can be seen to the north, and Delta Avenue and <br />Tom Paine Avenue can be seen. The surrounding properties appear to be open <br />crop land with a few small farms or rural residences. A building cluster can be <br />seen to the immediate west of the Site. <br />In the 1952 photo, additional small irrigation canals can be seen crossing the <br />Site. <br />In the 1963 photo, the smaller irrigation canals are no longer visible on the Site. <br />The adjacent property to the east appears to be a poultry ranch. <br />In the 1975 photo, no significant changes are apparent. <br />LOGE 2120 2 <br />
