2.1 Zoning The San Joaquin County Community Development Department web site states that the Site is zoned AG -40, General Agriculture with a minimum parcel size of 40 acres. This zoning designation "is established to preserve agricultural lands for the continuation of commercial agriculture enterprises." 2.2 Proposed Development A minor subdivision is proposed to divide the Site into a five -acre Parcel A and a 42 -acre Parcel B. According to Mr. Martin, the parcel split is for financial planning reasons only; uses of the land will remain unchanged (personal communication, April 27, 2021). 2.3 Topography A recent U.S. Geological Survey 7.5 -minute topographic map was obtained from the San Joaquin County District Viewer. In the map, the Site is depicted as flat land located at approximately 10 feet above mean sea level. Irrigation canals are depicted crossing the Site. This map is included as Plate 3. 3.0 HISTORICAL RESEARCH 3.1 Aerial Photographs Live Oak reviewed aerial photographs of the Site provided by the San Joaquin County Surveyor's Office in Stockton, California. The available photographs were dated 1940, 1952, 1963, and 1975. Additional photographs dated 1998 and 2008 were obtained from the San Joaquin County District Viewer. In the 1940 photo, the Site appears to be open crop land crossed by a few irrigation canals. Paradise Cut can be seen to the north, and Delta Avenue and Tom Paine Avenue can be seen. The surrounding properties appear to be open crop land with a few small farms or rural residences. A building cluster can be seen to the immediate west of the Site. In the 1952 photo, additional small irrigation canals can be seen crossing the Site. In the 1963 photo, the smaller irrigation canals are no longer visible on the Site. The adjacent property to the east appears to be a poultry ranch. In the 1975 photo, no significant changes are apparent. LOGE 2120 2
