0 why was Section 1(g) , Chapter 2, of the Environmental
Checklist checked "NO" while Section A, Chapter 3, states that
the site is located within a Seismic Zone 3?
0 Why were Sections 2. (a) and (b) , Chapter 2, of the
Environmental Checklist checked "NO" while Section B, Chapter
3, states that air quality issues related to the Recycling
Projects include odors and dust generation from the processing
of solid waste, and emissions from vehicle traffic to the
site? Also, why is there a list of mitigation measures if
there is "NO" impact on air quality?
0 Why is Section 17 (b) , Chapter 2, of the Environmental
Checklist checked "NO" while it is clear from Section G,
Chapter 3, that there is concern of exposing waste handlers to
contaminants or hazardous conditions.
Also, CIWMB Staff recommend that, in the future, the County should
provide explanations to all "yes", "no" and "maybe" answers on the
Environmental Checklist and provide a more detailed project
description.
Mitigation Reporting or Monitoring Program
Preparation of a Mitigation Reporting or Monitoring Program is
required by Public Resources Code Section 21081.6. This program
"shall be designed to ensure compliance during project
implementation. "
Finally, staff suggests that the Sonoma County Source Reduction and
Recycling Element (SRRE) and the Household Hazardous Waste Element
(HHWE) be consulted to evaluate the project's consistency with
these Elements.
Thank you for the opportunity to review this document. If you have
any questions regarding these comments, please contact me at (916)
255-2581.
-11
c: Ron Valinoti, LEA
San Joaquin County
1601 East Hazelton Avenue
Stockton, CA 95201
