Each comment from the <br /> letter is addressed below: <br /> Comment 1• <br /> 11Leachate must be removed from the sump as it accumulates in order <br /> to comply with Waste Discharge Requirements Order No. 91-021, <br /> Discharge Specification B.8 . The Plan states that leachate will be <br /> sprayed over the lined portion of the landfill during dry weather <br /> periods. More details about the spray program are needed. <br /> Leachate may be sprayed on the roads within the unit for dust <br /> control or on the landfill for dust control. However, leachate may <br /> not be applied in sufficient quantities to percolate downward into <br /> cover soils. These restrictions should be stated in the Plan. 11 <br /> Response: <br /> The sump is checked daily and pumped if leachate is present. <br /> Leachate is applied in a fine spray over the lined portion of the <br /> landfill for dust control. The plan has been revised to state that <br /> leachate is not applied in quantities sufficient to allow <br /> percolation. A copy of the revised pages is attached for your <br /> records. <br /> Comment 2 • <br /> "During dry weather months, there will likely be periods of time <br /> when dust control water is not needed. Where will the leachate be <br /> stored until dust control liquid is needed?" <br />
