William Marshall
October 14, 1992
Page 3
Response:
Water will not pond over the leachate sump as in the previous year.
The module has progressed to the point that surface runoff will
gravity-drain into the Surface Runoff Drainage Basin. Therefore,
the leachate collected in the sump will always be separated from
surface runoff.
Comment 6•
"The discharge of treated water to the future module for storage is
acceptable. A revision to waste discharge requirements is needed
to specify acceptable levels of treatment for this discharged
water. What levels does the County propose be allowed for
discharge? What frequency of monitoring does the County propose in
order to demonstrate that the treatment process is working?"
Response:
The County tests leachate according to the parameters and
frequencies under the Waste Discharge Requirements Order No. 91-021
LEACHATE MONITORING. It is proposed that any parameters detected
in the leachate will be analyzed in the filtrate. If all
parameters tested fall below Maximum Contaminant Levels, the
filtrate may be discharged to the Surface Runoff Storage Basin.
Sincerely,
,Vol, Ko*
GABRIEL KARAM, P.E.
Senior Solid Waste Engineer
GK:WJ:vj
R:VIRGINIA\LETTERS\LEACHATE.NC
Attachment
c: Lori Oldfather, Department of Fish and Game, Stockton
Brad Williams, Integrated Waste Management Board,
Sacramento
Ed Padilla, San Joaquin County Public Health Services,
Stockton
LA 63396D
