Box 599 <br />Lodi, CA 95241 <br />DISPOSAL OF CREOSOTE TREATED WOOD FROM SANTA FE RAILWAY CO., <br />ORWOOD BRIDGE SITE <br />This letter is in response to your letter of 10 December 1992 regarding disposal of creosote <br />treated wood timbers from a Santa Fe Railway trestle. We concur with your intention to <br />dispose of creosote treated wood timbers installed in the 1930's and earlier, into a Class <br />III landfill in San Joaquin County, as long as the material has not been recently re -treated <br />with preservative chemicals. It is our position that treated wood which has been in <br />service for a significant number of years and has not been retreated poses little or no <br />threat to water quality if discharged to a Class III landfill that is in compliance with waste <br />discharge requirements adopted by this Regional Water Board pursuant to Title 23, <br />California Code of Regulations, Division 3, Chapter 15. <br />Your letter also listed L&D Landfill in Sacramento as a candidate for disposal of the <br />timbers. L&D Landfill is classified as a Limited Class III landfill. -Due to its location in a <br />gravel formation, this landfill has a water quality protection potential below that of a <br />normal Class III landfill unit. For this reason, waste discharge requirements for L& D <br />limit the types of wastes acceptable for discharge. Therefore, L&D Landfill is not a <br />suitable facility for the disposal of the Santa Fe trestle timbers. <br />We will not address your intention to dispose of more recently installed or treated <br />timbers in the B.F.I. Class II landfill in Livermore, since that waste management facility is <br />not regulated by this Regional Water Board. For information on the B.F.I.
