Comments Continued: <br /> Board staff and the LEA started the inspection early in the morning, arriving at the work face at about 6:45 a. <br /> in. Disposal operation was being conducted in Module IV area of the landfill. We observed that the operator <br /> had used geo-synthetic tarps as the Alternative Daily Cover(ADC)over the refuse at the end of the previous <br /> day's operation. The application of the ADC cover was good and the compaction of the refuse, after the tarps <br /> were removed, was also good. The work deck was clean. <br /> We monitored the preparation for the daily landfill operation. The water truck started spraying the access <br /> roads and work deck areas from the start of the operation for effective dust control. The effort continued <br /> throughout the period of the inspection. Site personnel removed the tarps,placed cones to direct the truck <br /> traffic, and prepared the equipment for the operation. Disposal operations started a bit after 7:00 a.m. The <br /> size of the disposal work face was small and manageable. The site litter control program appears to be <br /> effective. All areas around the landfill and access roads were free of litter. All fill slopes and decks were in <br /> good condition. The site operations supervisor stated that further work on the decks and slopes is planned, as <br /> they get ready for operation during the upcoming winter season. <br /> Board staff and the LEA reviewed the disposal site and municipal solid waste landfill unit records, some at the <br /> site and others at the offices of the County Department of Public Works in the City of Stockton. All of the <br /> required records were in place, as approved by the LEA. Board staff and the LEA took methane gas level <br /> readings(using the LEA's LandTec GEM-2000) on multi-depth Probes SG-1 and SG-2. The results we <br /> obtained were all within the regulatory limits (highest readings of 0.2%). We also reviewed the results of the <br /> operator's quarterly (1 st and 2nd 2008) property boundary monitoring program, and the results indicated that <br /> methane levels were non-detect(0.00%). <br /> Other Notes of Inspection: <br /> New Landfill Gas Regulations: We encourage the LEA to work with the owner and operator of the landfill <br /> and the appropriate Board staff to complete the submittals, reviews, approvals, and installations of the <br /> required LFG monitoring and Control Systems by the established due dates. <br />
