This document provides the <br />information you requested regarding the increase in permitted height of the NCRC&SL from 190 to <br />320 ft msl. <br />In summary, we are pleased to report that the proposed vertical expansion can (and will) be designed to <br />meet regulatory and engineering requirements satisfactorily as follows: <br />• Storm water drainage facilities can carry runoff from a 100 -year, 24-hour storm in accordance <br />with CCR Title 27 Section 20365 <br />• Liner system can withstand the load of the refuse to the proposed fill height <br />• Leachate collection components can withstand the load of the refuse to the proposed fill height <br />• Slope Stability is provided with a factor of safety of 1.5 or greater <br />The design criteria associated with the new refuse fill will be applied to all future landfill modules. <br />In addition, potential height increase over the existing modules was also evaluated. Because <br />construction differs between these modules, each was found to have different limits, as follows: <br />Maximum Refuse Fill Depth Maximum Elevation Allowed <br />Over Module Base (Approximate - msl) <br />Module 1 136 ft 235 ft <br />(Previously designated "1 &2") <br />Module 3 166 ft 230 ft <br />Module 4 243 ft 305 ft <br />These criteria were used to establish the contours over the existing modules, with slopes and fill heights <br />coordinated with the depths possible over future modules (Drawing 1). This analysis required a slight <br />adjustment from the initial conceptual contours, providing slightly less increase in fill volume; however, <br />increase in fill capacity remains significant and all applicable regulatory requirements appear to be met. <br />
