These <br />structures and their monitoring points include: <br />A. Scale House Interior air: Electrical conduit entry point within the building. <br />B. Materials Recovery Facility Interior air: Interior of container loading dock <br />wall (Wall) near the base of wall. <br />C. Office and Maintenance Building Interior air: Electrical conduit entry point within <br />lower office. <br />D. Pump House Interior air: Electrical conduit entry point within lower office. <br />IV. MONITORING PROCEDURES <br />A. Regulatory Limits <br />Concentration of methane gas generated by the decomposition of refuse within the <br />property boundary of NCRCSL will be monitored with the following requirements: <br />i) Concentration of methane gas does not exceed the lower explosive <br />limit for methane (5%) at the monitoring perimeter soil gas wells. <br />ii) Concentration of methane gas does not exceed 25 percent of the <br />lower explosive limit for methane (1.25%) in on-site structures. <br />B. Monitoring Methods <br />Combustible gas concentration will be measured with instruments utilizing infrared <br />absorption, catalytic combustion, or thermal conductivity. If catalytic combustion is <br />used, oxygen will also be measured to verify sufficient oxygen to enable the <br />catalytic combustion feature to function. <br />Combustible gas concentration (percent by volume) will be recorded (Appendix A). <br />C.
