Meeting with Environmental Health Department <br />Regarding the Perimeter Migration Monitoring Well Project <br />(Foothill and North County Landfills) <br />April 22, 2008 <br />Purpose: to finalize well design and define requirements included in specifications for installation <br />and CQA contractors. <br />GENERAL PROJECT STRUCTURE <br />1. Driller: All construction work, two rigs on site, one site at a time. Driller must know what <br />constraints will be in place when he bids. Changing constraints after bid will be a change <br />order. Contract will define installation methods as little as possible. <br />2. CQA (Tentative): Two staff members on site, one per rig. <br />a. Characterize soils, keep field drilling log showing strata (field characterizations <br />may be approximate due to the need to watch closely for changes in soil) <br />b. Submit drilling logs and well completion figures. <br />c. Prepare completion report <br />d. Additional tasks may be assigned depending on development of project <br />e. Keep daily field report (for Field Division) <br />3. EHD: Verify that key features of well construction, as determined by EHD (depth of well, <br />depth of lower probe, seals) are constructed properly. <br />4. Solid Waste Div (Tentative): <br />a. Design well <br />b. Write specifications including constraints on driller. <br />c. Inspect construction for conformance to contract <br />d. Draft change orders for processing by Field Division <br />e. Recommend payment to Field Division <br />f. Document construction for use by CQA contractor in preparing completion report <br />5. Field Div: <br />a. Administer contract <br />b. Approve and process change orders <br />c. Approve payment <br />
