Wanted to send a friendly reminder based on Natalia's latest site inspection, about the need to properly vegetate or protect your side slopes and top decks of the North County LF. This landfill is susceptible to erosion of the side slopes due to the relatively steep sides and sandy soils used for cover. Past staff inspections have also observed erosion of the side slopes and requested that the County address these issues with proper BMPs. To address the current observations in the attached site inspection report, Water Board staff is requesting the County provide a brief letter report with photographs of the problem areas observed and photographs of all sides of the landfill, including the current active face and new Module 5. The photographs should be no more than 500 feet apart. Staff requests the County provide a complete photographic inspection of the side slopes and in the letter report, describe what measures the County will be taking to address the current erosion issues and what measures have been or will be taken during the winter season (if any)to protect the landfill from further erosion of the side slopes and exposure of waste. Protecting the landfill during the winter season is a requirement of Title 27 and the WDRs. Furthermore,a facility inspection report is to be filed in accordance with MRP R5-2002-0219, section D. 5.a., Facility Monitoring by 15 November of each year. Staff cannot locate this document on the Geotracker data base. In addition to the facility inspection report, please submit the letter report and photographs by 13 January 2017. Both documents shall be uploaded to Geotracker. Any questions let me know. For your information, I have attached the most recent repair report from the County dated 9 February 2016.
