t • <br />t Department of Public Works <br />SA N J O Q 1 1 U (N Kris BalaJl, Director of Public Works <br />*` -- C O U N T Y--- a Frltz Buchman, Deputy Director/Development <br />Michael Selling, Deputy Director/Engineering <br />ownB &C YOU Jim Stone, Deputy Director/Operations <br />Najee Zarif, Interim Business Administrator <br />February 7, 2018 <br />Mr. Howard Hold, P.G. <br />Senior Engineering Geologist <br />California Regional Water Quality Control Board <br />Central Valley Region <br />11020 Sun Center Drive, Suite 200 <br />Rancho Cordova, CA 95670-6114 <br />RE: WORK PLAN FOR MONITORING WELLS G-10, G-11 AND G -5B AT NORTH COUNTY <br />SANITARY LANDFILL, SAN JOAQUIN COUNTY <br />Dear Mr. Hold: <br />This letter is in response to the following correspondence from the Central Valley Regional Water Quality <br />Control Board (CVRWQCB) for the installation of new monitoring wells at the North County Sanitary <br />Landfill (NCSL): <br />• Notice of Violation, Review of the First Half 2017 Groundwater Monitoring Report, letter dated <br />October 17, 2017. <br />• Continuing Notice of Violation, Rejection of Letter Response to Notice of Violation, letter dated <br />January 8, 2018 <br />North County Landfill Well G-10, email from Mr. Todd DelFrate dated January 29, 2018 <br />This Work Plan describes the installation of new groundwater monitoring well G-10 and G-11, and <br />replacement well G -5B at the NCSL. The attached figure shows the location of new well G-10 and <br />proposed locations for wells G-11 and G-513. Drilling of well G-10 began on January 30, 2018. The <br />location of G-10 is to better confirm the groundwater flow direction. As shown on the attached figure the <br />current direction of flow appears to be northward towards wells G-7 and G-8. <br />The initial water level measurements in newly completed G-10 has confirmed the northern direction of <br />flow. Based on this better interpretation of the groundwater flow direction the next well (G-11) will be <br />installed to the south of the existing landfill cells as shown on the attached figure. A third new well will be <br />the deepening of existing well G -5A (i.e., G -5B) to the northwest of the existing landfill cells. G-56 will be <br />installed approximately 15 feet south from existing well G -5A. To accelerate the installation of wells G-11 <br />and G-56, San Joaquin County has scheduled the driller to commence work on February 19, 2018.
