Bahadori -2- 3 May 2017 <br /> San Joaquin County DPW <br /> Stockton <br /> landfill, including Modules 5 and 6, was evaluated in 2009, as summarized in Findings 57 <br /> through 60 of the WDRs. Samples of materials used in liner construction will be shear-tested in <br /> the laboratory per project specifications to verify assumptions used in slope stability analysis. <br /> Soil for construction will be obtained from existing stockpiles on the eastern side of the site, <br /> and/or imported if necessary to meet project specifications. Project CQA will include <br /> conformance and construction testing of project earthworks, geosynthetic components and <br /> other materials used in module construction. Leak location surveys by the water puddle and/or <br /> dipole methods will also be conducted on the primary liner before and after placement of the <br /> LCRS and operations layers. Storm water runoff from the project areas will be directed to a <br /> temporary storm water basin to be constructed in Area 6 for Area 5B construction, and <br /> immediately east of Area 6 for Area 6 construction. See Enclosures 2 and 3. <br /> Our review of the design report indicates that the proposed designs for Fill Areas 5B and 6 <br /> comply with WDR Order R5-2010-0016. Based on this review and the certifications of the <br /> various reports, plans, and drawings therein, we therefore approve of the report. Please inform <br /> us when the containment system components for the above areas will be constructed so that we <br /> can schedule necessary inspections by Water Board staff. Also, please coordinate with our <br /> Compliance and Enforcement Unit regarding the specific location, design, and installation of the <br /> proposed groundwater monitoring well for these fill areas consistent with the WDRs. <br /> If you have any questions regarding this letter or the WDRs, please contact me by telephone at <br /> (916) 464-4641 or by email at iohn.moody@waterboards.ca.gov.
