FINDINGS FOR SITE APPROVAL <br /> PA-2100138 <br /> JOHN JOSEPH CAMBRA& KAREN ANN MACEDO CAMBRA REVOCABLE TRUST/TELESPAN <br /> COMMUNICATIONS,INC(c/o 51 Wireless,LLC) <br /> 1. The proposed use is consistent with the goals, policies, standards, and maps of the General Plan, any <br /> applicable Master Plan, Specific Plan, and Special Purpose Plan, and any other applicable plan adopted <br /> by the County. <br /> • This finding can be made because the proposed use of the telecommunications tower is <br /> located in the AG-40(General Agriculture-40-acre minimum)zone,and the Communications <br /> Services—Type II use type may be conditionally permitted in this zone with an approved Site <br /> Approval application. The project site has a General Plan designation of A/G (General <br /> Agriculture),and the AG-40 zone is an implementing zone for this designation.The proposed <br /> telecommunications tower is consistent with the goals, policies, standards, and maps of the <br /> General Plan, and there are no Master Plans or Special Purpose Plans applicable to this site. <br /> 2. Adequate utilities, roadway improvements, sanitation, water supply, drainage, and other necessary <br /> facilities have been provided, and the proposed improvements are properly related to existing and <br /> proposed roadways. <br /> • This finding can be made because there are no new utility improvements required. The <br /> proposed project of a new telecommunications tower is an unmanned facility and will not <br /> impact existing public utilities. This project will not require the use of public water, sewer, <br /> or storm drainage, nor are private services required for this use. The project site will <br /> continue to be accessed from two driveways along E. Sedan Avenue in Manteca, CA. <br /> 3. The site is physically suitable for the type of development and for the intensity of development. <br /> • This finding can be made because the 9.83-acre parcel is of adequate size and shape to <br /> accommodate the proposed use, building coverage, setbacks, and other requirements of <br /> the Development Title. The parcel can accommodate the use of the telecommunications <br /> facility and the associated ground equipment within the existing lease area. There are no <br /> residences on the project site, nor are there residences within the 114-foot fall-zone of the <br /> tower. <br /> 4. Issuance of the permit will not be significantly detrimental to the public health, safety, or welfare or be <br /> injurious to the property or improvements of adjacent properties. <br /> • This finding can be made because it was determined that the project will not be detrimental <br /> to the Public Health. A Notice of Exemption from CEQA (California Environmental Quality <br /> Act)will be filed.The telecommunications tower must comply with Federal Communications <br /> Commission regulations regarding radio frequency emissions. <br /> 5. The use is compatible with adjoining land uses. <br /> • This finding can be made because the proposed use may be conditionally permitted in the <br /> AG-40 zone with an approved Site Approval application.The proposed use will not interfere <br /> with nor alter the current land uses on adjoining properties. The adjacent surrounding <br /> parcels are primarily agricultural and residential with scattered residences. The nearest <br /> residence is located on the south side of E.Sedan Avenue,approximately 740 feet southwest <br /> of the project location. <br /> PA-2100138 — Findings 1 <br />
