S A N J D AR I N Environmental Health Department <br /> (L)j ;"� i y <br /> Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> H&M- BW#98 2501 JACKSON AVE, ESCALON July 20, 2021 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 304 CCR 66262.34(d)(2) Failed to maintain adequate aisle space for unobstructed response to emergencies. <br /> OBSERVATION: The following area does not have adequate aisle space:the white storage container has multiple <br /> items stored on and around the hazardous waste drums.A blue 55-gallon drum near the entrance of the storage <br /> container had multiple items on top of the drum and items around it.A blue 55-gallon drum in the back of the <br /> storage entrance is not accessible due to multiple items preventing ease of access to the drum. The drum in the <br /> back was not able to be observed during the inspection. <br /> REGULATION GUIDANCE: The owner or operator shall maintain aisle space to allow the unobstructed movement <br /> of personnel,fire protection equipment, spill control equipment, and decontamination equipment to any area of <br /> facility operation in an emergency, unless it can be demonstrated to the Department that aisle space is not needed <br /> for any of these purposes. <br /> CORRECTIVE ACTION: This was corrected during the inspection.The items were removed on top and on the floor <br /> of the storage unit. The waste drums are now accessible. Ensure this storage unit is maintained to keep the drums <br /> accessible. <br /> This is a Class II violation. <br /> 605 CCR 66262.34(f) Failed to completely label containers or portable tanks of hazardous waste. <br /> OBSERVATION: Hazardous waste containers were observed on-site with incomplete labeling. <br /> The containers were: <br /> -one blue 55-gallon drum in the storage container containing fuel contaminated liquids does not have an <br /> accumulation start date <br /> -one blue 55-gallon drum in the storage container did not have an accessible label to read during the inspection. <br /> This was corrected on site.The drum contained fuel contaminated solids. <br /> REGULATION GUIDANCE: All hazardous waste containers shall be marked with the following information: the <br /> words"Hazardous Waste", name and address of generator, hazardous properties, physical state, composition <br /> (contents), accumulation start date <br /> CORRECTIVE ACTION: Immediately label the 55-gallon fuel contaminated liquids container with an accumulations <br /> start date. Provide a corrective action statement and supporting documentation to the San Joaquin County <br /> Environmental Health Department(EHD)within 30 days. <br /> This is a repeat violation, Class ll. <br /> Overall Inspection Comments: <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, by 8/19/2021. <br /> To minimize person to person contact EHD is choosing to write the name of person receiving the report instead <br /> of having them sign. Starting September 1, 2018, all in-office CERS help will be provided at EHD hourly rate <br /> ($152).
