TRACY MATERIALS RECOVERY & TRANSFER FACIL'iTfY <br />RFI AMENDMENT NO. 3 <br />Operations: <br />The C&D material and reject material are removed by hand from the exterior of <br />the storage pile. A front-end loader will also periodically spread the material out <br />to allow the manual labor to remove the reject material from the interior of the <br />loads. <br />The front-end loader also loads the inert material onto a slanted metal screen to <br />remove fines and dirt from commingled loads of inert and dirt. The grill allows the <br />fines to go through the screen, and allow the inert material to be screened off <br />prior to transport off-site. <br />Inert debris that has been received will be removed within 6 months of receipt. <br />Storage of unprocessed material will not exceed 6 months or 4,000 cubic yards <br />of material. <br />Figure 3 — Preliminary Site Plan has been amended to show the Appliance <br />Recycling Area in the northwest corner of the facility. TMR/TS stores metal <br />appliances at the site and contracts out the removal of mercury switches and <br />other items to a Certified Appliance Recycler. <br />On January 1, 2006, any person who transports, delivers, or sells discarded <br />major appliances to a scrap recycling facility must provide evidence that the <br />person is a certified appliance recycler. Certification allows the removal of <br />materials requiring special handling and the ability to transport, deliver, or sell <br />discarded major appliances to a scrap recycling facility. <br />TMR/TS is not a certified appliance recycler, but may store, transport, deliver, or <br />sell discarded major appliances to a scrap recycling facility. TMR/TS does not <br />crush, bale, shred, saw or shear apart, or otherwise process in such a manner <br />any appliances that could result in the release, or prevent the removal, of <br />materials that require special handling. <br />TMR/TS stores the appliances fro up to 90 days, and may contract for the <br />removal of materials requiring special handling on-site, and/or haul the <br />appliances to the scrap recycling facility that is a certified appliance recycler <br />where the appliances will have the material requiring may special handling will <br />be removed prior to being crushed, baled, shredded, or sawed or sheared apart. <br />UNIVERSAL AND ELECTRONIC WASTE STORAGE: <br />Figure 3 — Preliminary Site Plan has been amended to show the Electronic <br />Waste and Universal Waste Storage Area next to the Glass Bunker Area just <br />northeast of the Transfer Station.
