TRACY MATERIALS RECOVERY &TRANSFER FACT Y <br /> RFI AMENDMENT NO. 3 <br /> Operations: <br /> A front-end loader will also periodically spread the inert material out to allow the <br /> manual labor to remove the reject material from the interior of the loads. C&D <br /> material and reject material are removed by hand from the exterior of the storage <br /> pile. <br /> The inert debris is also spread-out by the loader so that oversized pieces can be <br /> separated for pre-processing. Pre-processing involves breaking down the debris <br /> into pieces small enough to be accommodated by contracted crushing <br /> machinery. The concrete debris is stockpiled up to 4,000 cubic yard in 200 feet <br /> by 50 feet storage area not to exceed 6 months. When a sufficient stockpile is <br /> created for efficient crushing operation, the concrete is crushed by a contracted <br /> portable, trailer-mounted grinder. Dust from materials handling is controlled with <br /> water spray from handheld hoses. The front-end loader also loads the inert <br /> material onto a slanted metal screen to remove fines and dirt from commingled <br /> loads of inert and dirt. The grill allows the fines to go through the screen, and <br /> allow the inert material to be screened off prior to transport off-site. <br /> Once concrete has completed crushing and screening process, it is stockpiled <br /> awaiting removal from the site by truck for use as an aggregate base material for <br /> roads and other construction projects. Stockpiles of finished materials do not <br /> exceed 20 feet in height. <br /> Inert debris that has been processed and sorted for resale, or reuse, will not <br /> remain on site for more than 18 months. Market products will not be stored for <br /> more than 18 months with some material being stockpiled on-site for future <br /> construction activity. <br /> CONSTRUCTION & DEMOLITION DEBRIS PROCESSING AREA: <br /> Figure 3 — Preliminary Site Plan has been amended to show the construction & <br /> demolition (C&D) Debris Processing Area adjacent to the Transfer Station on the <br /> east side on the paced asphalt-concerte surface. The area is a quadrant of a <br /> semi-circle with an 80 feet radius comprising an operational area of <br /> approximately 5,000 square feet. Material will not exceed 4 feet in height and all <br /> material on the processing area will be removed at the end of each day. Bins full <br /> of recycled commodities need to be emptied within 48 hours of being full. The <br /> peak flow to this operational area would be 175 tons per day within the already <br /> permitted and allowable 1,000 tons per day. <br /> Recent regulations adopted by the California Integrated Waste Management <br /> Board in August 2003 have state minimum standards for the storage and <br /> processing on C&D materials. <br /> EDGAR &ASSOCIATES, INC. 3 MAY 22, 2006 <br />
