The EHD <br /> has reviewed the amendment as required by Title 27 California Code of Regulations(CCR) §21665 and has the <br /> following comments: <br /> 1. Inert and C&D Operations: Manual labor and front-end loader equipment will be used to sort the inert <br /> and C&D materials. The manual labor workers will be working in close proximity to the loader. The <br /> Health and Safety program in the 1993 RFI does not address the safety of manual labor workers working <br /> near heavy equipment. State what safety procedures and training will be used to assure the safety of the <br /> manual labor workers. <br /> 2. Inert Storage: Storage of large pieces of concrete or other inert material will be placed in a pile not to <br /> exceed 20 feet in height,prior to crushing. These piles should be surrounded with a barricade to prevent <br /> the material from falling on site users and employees. Signs should be installed which warn of the falling <br /> hazard and require the wearing of hard hats. State what procedures and training will be used to protect user <br /> and personnel safety around these piles of material. Include a map which shows the signage and barricade <br /> locations. <br /> 3. Appliance Storage: This section does not state which appliances are stored and processed at this location. <br /> List the types of appliances. <br /> 4. Compost Evaporation Pond: If the pond fills during a heavy rainstorm,the facility has a contingency <br /> plan to pump the leachate into tanker trucks and remove it from the site. State which treatment plant will <br /> take the leachate and provide a letter from the treatment plant which states that they will accept the <br /> leachate. <br /> Submit a response to the above comments prior to October 18,2006,which will be 30 days after the original <br /> submittal.
