EDGAR <br /> October 9, 2006 <br /> Garrett Backus, REHS <br /> Environmental Health Department <br /> County of San Joaquin <br /> 304 East Weber Ave —Third Floor <br /> Stockton, CA 95202-2708 <br /> RE: Review of RFI Amendment No. 3 — Response to Comments <br /> Tracy Materials Recovery and Transfer Station - SWIS 39-AA-0024 <br /> Dear Mr. McClellon: <br /> The Report of Facility Information (RFI) Amendment No. 3 prepared by Edgar& <br /> Associates, Inc., on behalf of the Tracy Material Recovery and Transfer Station, <br /> was submitted to your office on September 18, 2006. Based upon your review and <br /> letter dated September 25, 2006, we have responded to your four comments: <br /> 1. Inert and C&D Operations <br /> Tracy Material Recovery and Transfer Station keep an Injury Illness Prevention <br /> Plan (IIPP) on site as required by CAUOSHA. The IIPP is dated December 29, <br /> 2004, and is used for frequent training with staff. The 19 page document provides <br /> a series of safety rules and training program to alert the workers to safety and <br /> hazardous issues. Whereas the 1993 RFI may not explicitly address some of the <br /> valid concerns you have, the IIPP does. A series of Safety Rules regarding <br /> working around heavy equipment that would apply to both the inert and C&D <br /> operations is provided in the IIPP. <br /> 2. Inert Storage <br /> The inert piles will be surrounded by a dirt berm on the south and east sides to <br /> prevent inerts from inadvertently falling (See attached Map). The west side will be <br /> up against the existing cut slope. The north side will be open for access. The inert <br /> piles will not exceed 1:1 slope less than the angle of repose for stockpiled inerts <br /> on the three sides that are dirt bermed. On the open north side, the inerts will be <br /> sloped at 2:1 for a safety factor should equipment or workers be nearby. The IIPP <br /> addresses wearing safety equipment.
