i • <br />TRACY MATERIALS RECOVERY & TRANSFER FACILITY <br />RFI AMENDMENT NO. 3 <br />INTRODUCTION <br />This is the third Report of Facility Information <br />Tracy Material Recovery and Transfer Station <br />were for the following activity: <br />RFI Amendment No. 1 September 1996 <br />• Processing of cannery wastes <br />(RFI) amendment prepared for the <br />. The previous RFI Amendments <br />RFI Amendment No. 2 November 2004 <br />• Storage of glass in outdoor bunkers <br />This RFI Amendment will encompass the operational modifications resulting from <br />changes in laws and regulations, and includes the following activity: <br />RFI Amendment No. 3 March 2006 <br />• Processing and storage of inert materials <br />• Processing of construction and demolition debris <br />• Storage of appliances <br />• Storage of universal wastes <br />• Storage of electronic wastes <br />• Modifications of yard waste composting area <br />• Modifications of wood waste processing area <br />• Building Addition for storage and baling of source -separated fibers <br />Tracy Material Recovery and Transfer Station (TMR/TS) in conjunction with the <br />City of Tracy have adopted an Enhanced 2005 Diversion Plan to "Recycle More <br />Than Before" Plans are being devised to expand all types of recycling activity at <br />the TMR/TS that will be a "significant change" to the design and operations of the <br />facility which will cause a Solid Waste Facility Permit Revision (SWFP) to occur <br />in 2007. <br />The next Five -Year Permit Review is March 7, 2007. It is anticipated that Tracy <br />Material Recovery and Transfer Station will be involved a CEQA process during <br />March 2007 and that the Five -Year Permit Review will need to be in March 2007, <br />or wrapped into the SWFP Revision, as directed by the LEA. It is also <br />anticipated that additional modifications to current operation could be proposed <br />during 2006, based upon the implementation items that are approved as part of <br />the Enhanced 2005 Diversion Plan causing a RFI Amendment No. 4 to be <br />submitted 30 days prior to operations. <br />Tracy Material Recovery and Transfer Station is committed to work with the LEA <br />on the current and future RFI Amendments while discussing plans to revise the <br />Solid Waste Facility Permit during 2006 and 2007. <br />EDGAR & ASSOCIATES, INC. 1 MARCH 27, 2006 <br />
