SAN J 0 A Q I I I Irl Environmental Health Department <br /> CCUNT <br /> Underground Storage Tank Program Inspection Report <br /> Facility Name: Facility Address: Date: <br /> TESORO(SPEEDWAY)#68150 13975 E HWY 88 , LOCKEFORD August 09, 2021 <br /> Other Violations <br /> 2010 See below Unlisted General violation ❑V ❑R ❑COS <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 307 HSC 25290.1(c3), 25290.2(c3) Failure to keep water out of the secondary containment system (post-Jul 2003). <br /> OBSERVATION:Water was found in the following locations: <br /> -91 Fill sump(4 oz) <br /> -Diesel fill sump(4 oz) <br /> -Diesel STP sump(2 oz) <br /> The liquid was removed during the inspection. <br /> REGULATION GUIDANCE: Secondary containment shall be constructed to prevent any water intrusion into the <br /> system by precipitation, infiltration, or surface runoff. <br /> CORRECTIVE ACTION: Immediately contact a properly licensed, trained, and certified contractor to address the <br /> water intrusion into the 91 fill, diesel fill, and diesel STP sumps under permit and inspection of the EHD, if needed. <br /> This is a repeat violation, Class II. <br /> 318 CCR 2635, 2637.1,2665, 2712 Failed to meet spill container requirements. <br /> OBSERVATION: The 87 and 91 grade spill containers failed when tested. <br /> REGULATION GUIDANCE:All USTs shall be equipped with a spill container that collects any hazardous <br /> substances spilled during delivery operations,that has a minimum capacity of five gallons and a drain valve that <br /> allows drainage of the collected spill into the primary container or provide a means to keep the container empty. <br /> CORRECTIVE ACTION: The spill containers were replaced and retested during the inspection. <br /> This is a repeat violation, Class II. <br /> Overall Inspection Comments: <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, by September 8, 2021. <br /> To minimize person to person contact EHD is choosing to write the name of person receiving the report instead <br /> of having them sign. Starting September 1, 2018, all in-office CERS help will be provided at EHD hourly rate <br /> ($152).
