The training program has not been <br />submitted since 7/14/2018. <br />OBSERVATION #2 : A training program was not complete. The comments said stored at the facility. Change <br />comment to say provided else where in CERS under the emergency response and contingency plan section. <br />REGULATION GUIDANCE #1: Per H&SC 25508.2, the business owner/operator shall annually review and certify <br />that the business plan is complete, accurate, up-to-date and in compliance with Section 11022 of Title 42 of the <br />United States Code. An annual electronic submittal satisfies these requirements. The annual business plan shall be <br />submitted/certified by January 15 of each calendar year and may be submitted beginning November 1 of the <br />previous year <br />REGULATION GUIDANCE #2: Training programs for all employees and annual training, including refresher <br />courses, shall include familiarity with the facility's Emergency response plans and procedures in the event of a <br />release or threatened release of a hazardous material. Training shall cover, but not limited to, all of the following: <br />(A) Immediate notification contacts to the appropriate local emergency response personnel and to the unified <br />program agency. <br />(B) Procedures for the mitigation of a release or threatened release to minimize any potential harm or damage to <br />persons, property, or the environment. <br />(C) Evacuation plans and procedures, including immediate notice, for the business site. <br /> These training programs may take into consideration the position of each employee. <br />CORRECTIVE ACTION: Immediately prepare or update the facility's training program, log into the California <br />Environmental Reporting System (CERS) at http://cers.calepa.ca.gov/, upload the correct or updated information, <br />and submit to the EHD for approval. <br />This violation has been correctted. <br />This is a repeat violation, Class II. <br />FA0010814 PR0522267 SC001 07/19/2021 <br />EHD 19-01 Rev. 9/16/2020 Hazardous Materials Program OIRPage 5 of 6 <br />1868 E.
