Quantity and Quality of Domestic Wastewater <br />According to the Site Approval application on file at the San Joaquin County Community <br />Development Department, the Delta Packing facility anticipates staffing and customer <br />visits as follows: <br />Winter and summer: 9 employees working Monday through Friday, 8-hour shifts; <br />1 customer per day <br />Spring: 15 employees working Monday through Saturday, 16-hour shifts; 5 <br />customers per day <br />Fall: 20 employees working Monday through Saturday, 12-hour shifts; 10 <br />customers per day <br />According to Mike Harnack of Roland Construction, Delta Packing may employ an <br />additional 300 to 350 seasonal workers during cherry season (approximately 40 days <br />per year) at full build-out (correspondence, June 15, 2021). Though these workers use <br />portable toilets, it is reasonable to assume that around 10 percent (35 people) might <br />use the regular restroom facilities rather than portables; as a result, an additional 35 <br />employees are included in the analysis. <br />The estimated sewage flow rates for various uses are available from a number of <br />references. The uses presented below were guided by the San Joaquin County On-Site <br />Wastewater Treatment Systems Standards (2017), Crites and Tchobanoglous (1998), <br />and US EPA (1980). Crites and Tchobanoglous indicate that 13 gallons per day for <br />each employee is typical for an office or industrial worker, and 5 gallons per day per <br />user is typical for a public lavatory; these rates were used for the facility's employees <br />and customers. <br />The estimated flow values discussed here should not be used for the design and sizing <br />of the septic system. The design and sizing of the septic system should utilize the San <br />Joaquin County Environmental Health Department On-Site Wastewater Treatment <br />Systems Standards which incorporate peak and surge flow factors. The estimates used <br />in the On-Site Wastewater Treatment Systems Standards may be greater than those <br />discussed here. <br />The maximum average daily flow for the Site was estimated to be 276.2 gallons per day <br />(gpd), as calculated in the following table. <br />LOGE 20-33 Page 12
