Violation Title 14 CCR 17407.5 - Dust Control - Very dusty conditions observed on commercial side at time of <br />inspection. Mister system was not being used to suppress plumes of dust generated by loader and tipping <br />of waste on the tipping floor. <br />a. Provide adequate dust control measures. <br />b. Recommend starting mist system and fire hose application before truck dumps load rather than after load <br />is dumped (to keep plumes of dust down more effectively). Starting mist./hose application after load is <br />dumped allows plumes more time to migrate. <br />2. AC Title 14 CCR 17410.4 -w Vector Control - No bait ,observed inside rodent bait station at north side of transfer <br />building. Bait station was covered with dust and webs. <br />a. Provide adequate rodent control. <br />b. Increase the frequency of monitoring and maintaining of rodent bait traps to ensure they are fully <br />functioning. <br />3. AC Title 14 CCR 17407. 5 - Hazardous and Liquid Waste - Observed waste oil on the ground at time of inspection. <br />No containment or absorbent being used. <br />a. Provide adequate storage of Hazardous Wastes. <br />Notes: <br />A. OnAugust27,-2007,the San -Joaquin -County -Environmental -Health -Department (EHD) received -a --Solid -- <br />Waste Facility Permit package from San Joaquin County Department of Public Works applying for TPR <br />-- <br />amendment. The amendment application was updated and the fnal version was received by the EHD on <br />- - September 27, 2007. The -amendment -describes the -relocation -of Collection/Staging/Processing area for <br />appliances, refrigerant units, and universal waste. The EHD finds that the proposed changes is <br />consistent with all applicable certified and/or adopted California Environmental Quality Act documents, <br />- is consistent with the State MinimumStandardsfor Transfer/Processing Facilitiesanddoes not conflict <br />with the terms and conditions of the SWFP (Previous AC cleared). <br />B. Random Load Inspection Records were not fully completed. Be sure to fully document each working day <br />at Random Load: <br />C. Waste pile volume was moderate at time of inspection. Keep waste pile height less than 12 feet. <br />D. Records maintained and up to date. <br />
