AC Title 14 CCR 17408.7 - Personnel Health & Safety On November 7, 2007 San Joaquin County Environmental <br />Health Department (EHD) was informed by San Joaquin County Public Works about two loads of nickoley <br />paper containing asbestos that were delivered to the Lovelace Transfer Station on October 31, 2007 and then <br />transferred and disposed of at the Foothill -Landfl1­L-San Joaquin-Valley-AirPollutiorr Control District - <br />(SJVAPCD) received complaint and took samples on November 1, 2007. <br />Results came back on November 2, 2007 indicating 80% friable asbestos. SJVAPCD notified Public <br />Works of the testresults. SJVAPCD is following up on the issue. <br />On November 7, 2007 ,the EHD recommended that Public Works take swab samples in the <br />vicinity of dumping at the Transfer Station for confirmation. EHD also recommended Public Works to contact <br />CRWQCB, DTSC and CUPA. EHD CUPA issued Notice to Abate to the Golden Bay Roofing Co that <br />delivered two loadsto,the-transfer station. L&B_Envirom catal_w- s.contacted to_do a clean-up atthe.job.site.._.— --_ <br />According to the operator the swab samples were taken on November 16, 2007 and the results came back <br />negative the-EHD did, not, receive, anytest r6gult <br />a. Make sure to inform all employees of any special occurrences happening at the transfer station and provide all <br />necessary protective equipmetitto them: <br />b. Provide additional_ training to raise thelevel_of awareness regarding..hazardous�aste rec-ognition-and handling <br />of hazardous wastes found during the load checking process. <br />c. Public Works failed to notify the EHD immediately after SJVAPCD took samples for possible presence of <br />asbestos in accepted loads. <br />d. Special occurrences log did not indicate confirmation of the positive test results for asbestos received by <br />operator on November 2, 2007. Be sure to document all special occurrences in special occurrences log. <br />2. Friable asbestos is a respiratory hazard. <br />Lovelace Transfer Station has a -history, of dusty conditions -as -a -result ofnot-using-the-mister system -to -suppress <br />plumes of dust generated by loaders Violation was assigned for dust control on September 25, 2007. <br />a. Provide additional training to raise the level of- awareness -regarding -hazardous waste-recognition—and—,handling - <br />of hazardous wastes found during the load checking process. <br />b. Provide training on how to adequately control dust within the transfer station building. <br />c. The issue has-been referred to the County CUPA program for follow up. - <br />3.
