SAN.)JOAQUIN Environmental Health Department <br /> .� <br /> COUNTY— <br /> (;rr:tno,( ;Ir s <br /> WASTE DISCHARGE/SPILL RESPONSE <br /> NOTICE TO ABATE <br /> Responsible Party: PG&E Date: Jan 28, 2021 <br /> RP Mailing Address: PO BOX 7640 Record ID#: C00053349 <br /> SAN FRANCISCO, CA 94120- Program Element: 2546 <br /> Spill Location: 6193 S MOBLEY RD, STOCKTON Release/Spill Response(excluding Joint Team) <br /> NATURE OF WASTE DISCHARGE/WASTE RELEASE: <br /> A pole mounted transformer fell into an orchard causing the release of 25 gallons of mineral oil onto soil and rain water. <br /> OBSERVATIONS: <br /> A storm caused a pole mounted transformer to fall into the middle of an orchard that was flooded with approximately 2-3 <br /> inches of rain water. The transformer was picked up by PG&E and absorbent material was placed around the contaminated <br /> area for containment. No sheen was observed on the rain water. The mineral oil was sampled for PCBs and the results <br /> came back as non-detect. PG&E is currently in the process of getting equipment to the site to begin the cleanup. <br /> VIOLATIONS: <br /> Discharge of any waste, including sewage <br /> (CA Health and Safety Code 5411) <br /> Discharge of waste or sewage to water or within 150 ft. of waterway <br /> (SJC Ordinance Code Sections 9-1125.3, 9-1125.4) <br /> Improper disposal of a hazardous waste <br /> (CA Health and Safety Code 25189.5) <br /> Permitting or Maintaining a Nuisance <br /> (SJC Ordinance Code Section 8-5100) <br /> ° Other Violation <br /> ORRECTIVE ACTIONS/ORDER: <br /> Investigate and abate contamination under the oversite of the appropriate lead agency. <br /> Immediately. <br /> Submit copies of hazardous waste manifests/disposal records to the EHD. <br /> Make a complete hazardous waste determination on the impacted soil and rain water. Submit final disposal records <br /> and hazardous waste determination documents to the EHD. <br /> ° Other Correction <br /> COST RECOVERY: All EHD time associated with this Spill Response is billed to the responsible party at the current hourly <br /> rate.
