Complaint Investigation Summary Report#:5105
COMPLAINT ID: C00053804 Site Location: 11332 N HWY 99
Received by: EE0009830 SAUERS Received Date: 5/17/2021 Complaint Received Via: PHONE
Assigned To: EE0009825 AFONSKAIA Assigned Date: 5/17/2021
Program/Element Code 4200-LIQUID WASTE PROGRAM
Nature of complaint:
COMPLAINANT ALLEGES SEWAGE IS SURFACING UP FROM ALL OF THE DRAINS THROUGHOUT THEIR HOUSE.THE SEPTIC TANK HAS
BEEN FULL FOR 3 YEARS AND THEY HAVE BEEN ASKING THE LANDLORD TO RESOLVE THIS ISSUE FOR MONTHS.
—PLEASE CALL COMPLAINANT WITH FINDINGS.
PROPERTY INFORMATION
Property Name:
Site Location 11332 N HWY99 District 004-WINN,CHARLES
LODI,CA 95240 Location Code 99-UNINCORPORATED AREA
Cross Street MORSE APN NEAR 05926034
Complaint Status: O
Date Abated: S / Abated 6y:
Activity Summary
Activity Date Recorded by
05/17/2021 Reviewed past septic permits, printed parcel viewer and CDD. Called AFONSKAIA
Complainant. They said that the septic tank was pumped today but all the drains in
the house were still clogged. Complainant said that the owner told them to get a
plumber to fix the problem. Complainant said they wanted the owner to get it fixed
since the pumper truck worker said that the tanks should have been pumped a
long time ago. Told complainant that I would get back to them on what EHD would
do with the updated information.
Spoke with Steven. He said since the tank was pumped the surfacing sewage
issue outside should be resolved. But inside is still an issue since the drains need
to be unclogged. Said that if EHD went out there and saw that the unit would have
to be redtagged since it is an unihabitable space because they do not have a
means of sewage disposal. He said to let the complainant know EHD's position
and give them some time to resolve the issue before going out.
Called complainant back and let him know that if I went out and observed the
clogged drains I would have to red tag the unit. Complainant said they did not want
that as they had nowhere to go. I told the complainant it was between them and
the owner on who would pay for the plumber and that since the owner gave them
permission to call a plumber they should explore that option. Complainant said
that they had called a plumber and that they said they would come by today.
Complainant said they would let me know if something else comes up. I let the
complainant know that I would reach out to them in a couple of days to see what
the status was.
05/19/2021 Called complainant, they said that the owner had dug up the parking lot and AFONSKAIA
replaced the crushed pipes so now every was working properly and there are no
longer any drainage issues. Told complainant that I would swing by today and take
a look to make sure there was no longer any surfacing sewage and then I will
close the complaint. Complainant was fine with that as the issue had been
resolved.
05/19/2021 Walked around units and located two septic tanks, did not observe any surfacing AFONSKAIA
sewage. Saw that part of tight line behind a unit was uncovered and appeared to
have had some work done. No sewage observed around exposed tight line.
05/27/2021 Abated complaint.
