171. ealoth and Safet Man Underground Tank Program Tank Removal or Over-Excavation Resample INTRODUCTION PURPOSE AND SCOPE The Health and Safety Plan , for underground tank removal/ over-excavation provides for the protection of on-site personnel and the surrounding community during site characterization activities . The requirements, specifications Bund procedures presented with the plan will apply to all personnel on - sire, including erimplaueeS4 .subcontractors , site visitors and regulatory agerny personnel . HAZARD ANALY�S The most significant risk associated with petroleum contaminated soil is exposure to aromatic compounds . Skin contact- will be eliminated by use ofclothin& eye wear, and gloves and the inhalation hazard will be minimized using appropriate respiratory protective devices as determined by on-site our monitoring. The Safety Coordinator/Project Manager will establish an exclusion zone encompassing a foot radius from the work area. Access Within this zone will be limited to required personnel . Total organic vapors will be monitored within the exclusion zone using photoionization detector (PID) calibrated for benzene , the most toxic of the aromatic hydrocarbons. Current enforceable and recommended exposure limitations for potential site contaminants are presented in Table 1 . PERSONAL PROTECTIVE EQUIPMENT .t`i, minimum of U.S . EPA level D protection will be required within the exclusion zone for any workers engaged in sample collection or other activities on this site. Level D protection will include : ® Disposable Tyvek coverall (when in contact with contaminated material) l; ® Boots with steel toe ® Splash goggles or safety glasses • (; hemical cesis'vint disposal gloves (when in contact with contarnin,tted material) Level C protection will be required if PID readings exceeding 10 ppm over background concentration are recorded in the workers ' breathing zone. Level C protection will consist of: • Disposable Tvvek coverall ® Boots with steel toe • Chemical resistant boot covers • Chemical resistant disposal gloves (inner) • Chemical resistant outer gloves • ;bISFIA /i\; IOSH approved half=mask air- purifying respirator with dual org-anis vapor cartridges PID readings exceeding 250 ppm i:a the workers ' breathing zone will require work stoppage and sire evacuation . An e:cplosion- proof fan may be used to vent the work area . DECONTAMINATION During ;>JI held operations , care will be taken to minimize contact with soils and ground water. Drilling spOils and developmental water will be stored on-site for proper treatment or dispos;tl . This will minimize contact ,u� d dispersion of potentially contaminated materi;ds .
