Union Road, Manteca
APN 20403007, SR0083935
The San Joaquin County Environmental Health Department (EHD) has reviewed the engineered Onsite
Wastewater Treatment System (OWTS) plans (the Plans) for the above noted location and has the
following comments for your consideration.
EHD could not approve the Plans at this time. Please provide the following information to the EHD:
1) Provide calculations and source of the data and calculations that show this system will have the
ability to reduce nitrate-nitrogen concentration in the septic tank by 50%. (SJC OWTS 7.1.3—7.1.4).
2) Provide specification sheets (cut sheets) of all non-standard septic system equipment such as the
proposed Aerobic Treatment Unit, the Dosing Pump Tank, Pressure Dose system (are any of the
lines pressurized?) referenced on Sheet 1 of the Plan. (SJC OWTS Standards 7.1).
3) The leach lines shall be minimally 12 feet apart center-to-center to meet SJC OWTS Standard for
leach lines (SJC OWTS Standard 9.4).
4) Provide an Operations and Maintenance Plan (SJC OWTS Standards 1.12.1) that will regularly
monitor the effectiveness of the OWTS based on the OWTS design performance parameter (SJC
OWTS Standards 2.10.2).
5) Influent and effluent sampling of the OWTS for Nitrate-Nitrogen is required quarterly, and a report
submitted to the EHD annually (State Water Resources Control Board Order WQ 2014-0153-DWQ,
Attachment C3-C4). The samples shall be analyzed by a state certified lab.
6) An Annual Operating Permit is required for the engineered system. (SJC OWTS 2.10.1-2.10.3)
7) Onsite well water sampling is required on an annual basis for Nitrate-nitrogen. Samples shall be
analyzed by a state certified lab and a copy of the results submitted to the EHD.
If you have any questions or comments you may reach Aaron Gooderham, REHS, at
a_qooderham(a_sigov.org or (209) 616-3062.
44u_ -
Steven Shih, REHS
Program Coordinator
CC: Moises Chavez, 11668 South Union Road, Manteca, CA 95336
1868 E.
