The EHD made a site visit on 12/4/19. During the site visit,piles of <br /> concrete, asphalt,tires,pvc pipes,metal and other solid waste material were observed on the property. <br /> Title 14, Section 17381 (k) (1)states that: <br /> (1) "Typ e A Inert debris"includes but is not limited to concrete(including fiberglass or steel reinforcing�bar embedded <br /> in fhe concrete),fully cured asphalt,glass,fiberglass, asphalt or fiberglass roofing shingles, brick, stag, ceramics, <br /> plaster, clay and clay products. <br /> Title 14, Section 17383.7(a)states that: <br /> All inert debris Type A processing operations sub11'ect to this Article shall comply with the EA Notification requirements set <br /> forth in CCR, Title 4, Division7, Chapter 5%,1 Article 3.0 and commencing with section 18100. <br /> (a) Inert debris stored for more than 6 months that has not been processed and sorted for resale or reuse shall be <br /> deemed to have been unlawfully disposed, and therefore subject to enforcement action including the use of a Notice <br /> and Order as provided in section 18304. <br /> Title 14, Section 17388 0)states that: <br /> "Inert Debris Engineered Fill Operation"means an activity exceedinone year induration in which only the following <br /> inert debris may be used:fully cured asphalt, uncontaminated concreteg(including steel reinforcing rods embedded in the <br /> con ret crushed glass, prick ceramics, clay and clay products, which may be mixed with rock and soil...The engineered <br /> fill shal die constructed and compacted in accordance with all applicable laws and ordinances and in accordance with <br /> specs ications prepared and certed at least annually by a Civit En sneer, Certified Engineering Geologist, or similar <br /> pro essional licensed by the State of California and maintained in to operating record of the operation. <br /> All inert debris being stored at the above location must be processed for reuse or resale or removed to a proper <br /> recycling/disposal facility within 30 days from the date this notice was received.The EHD will conduct a re- <br /> inspection of the site on January 15,2020.Failure to comply with this notice may result in further enforcement <br /> from this department.
