SAN '�d DAQ II II Environmental Health Department <br /> C0uNT <br /> Hazardous Materials Program Inspection Report <br /> Facility Name: Facility Address: Date: <br /> Reddaway R518 1495 E Pescadero Ave, Tracy July 29, 2021 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 15 HSC 25510(a)Failed to report actual or threatened release to the EHD and/or CalOES Warning Center. <br /> OBSERVATION:A release of used oil of unknown amount of gallons occurred on an unknown date and was not <br /> reported to the EHD and CalOES. The spill was first noticed by Janice Rodgers an environmental consultant for the <br /> business during a Hazardous Material Business Plan (HMBP)inspection. Janice contacted Francisco Gonzales <br /> who said he called for a cleanup company to come cleanup the spill.The date of the actual spill is unknown.The <br /> sprinkler water caused a spill containment pallet to overflow used oil over the top of the containment down along the <br /> curbside going toward the storm drain.Approximately 70 feet of the curbside has oily residue that left a dark staining <br /> behind.The dark staining stops about 4 feet from the storm drain. Spills must be cleaned up and dealt with in a <br /> timely manner and must also be reported to the EHD and CalOES. <br /> REGULATION GUIDANCE:A release or threatened release of a hazardous material shall be verbally reported <br /> immediately to the EHD and CalOES. <br /> CORRECTIVE ACTION: Submit a written statement to EHD stating any future releases or threatened releases of a <br /> hazardous material will be reported immediately to the EHD and CaIOES./Submit employees training records that <br /> show annual/initial training and refresher courses.Training shall include familiarity with the facility's Emergency <br /> response plans and procedures in the event of a release or threatened release of a hazardous material as stated in <br /> the Health and Safety Code 25505(a)(4). <br /> This is a Class I violation. <br /> Overall Inspection Comments: <br /> Conducted a Hazardous Materials Business Plan (HMBP) inspection. There was 1 violation found during the <br /> inspection. Complete and submit a copy of the Return to Compliance Certification form to the EHD with a <br /> statement documenting the corrective actions that have been or will be taken for each violation, and any <br /> supporting paperwork, by 8/28/2021. <br /> To minimize person to person contact EHD is choosing to write the name of person receiving the report instead <br /> of having them sign. Starting September 1, 2018, all in-office CERS help will be provided at EHD hourly rate <br /> ($152).
