Item #118, CCR 66265.16: Failed to maintain <br />complete hazardous waste training records. <br />OBSERVATION: The business operator could not <br />produce documentation during the inspection <br />that demonstrates employees have completed <br />hazardous waste training annually. Only one <br />employee, Muhammad Javaid, signed a training <br />sheet dated 07/22/2021. <br />Item #712, HSC 25201.16(f): Failed to <br />properly store and label containers of <br />hazardous waste aerosol cans. <br />OBSERVATION: The facility is managing <br />universal waste (UW) aerosol can storage <br />containers in a way that is out <br />of compliance with this section. One <br />approximately 30 gallon cardboard drum of <br />aerosol cans were observed in the <br />Bay 6 area without a label. <br />(The drum was repositioned to the hazardous <br />waste shed and was taken on the last pick up <br />with Clean Harbors. Please see attached <br />photo showing the drum is no longer in Bay <br />1.) <br />Safety and Hazardous waste training has <br />been given to Heartland's staff on <br />08/24/2021 <br />The training records provided did not list the <br />job titles and job descriptions for each <br />employee. The inspection report provided <br />states, "The documentation must include a <br />list of training topics, date of training, job <br />title, name of employee, written job <br />description (qualifications and duties), and <br />employee signed (or certified) record that <br />documents the training." <br />(There were two groups that were trained on <br />the 08/24/2021. Each group received both <br />basic safety and hazardous waste training. <br />One smaller group received a more in depth <br />training on proper handling of hazardous <br />waste on site. Attached is the training record <br />in which the those who are involved with <br />hazardous waste we properly trained topics <br />listed. Each person that is involved are all <br />forklift drivers. The training record <br />description has been revised to show that.) <br />Safety and Hazardous waste training has <br />been given to Heartland's staff on <br />08/24/2021. Staff in trained on proper <br />handling of hazardous waste produced on <br />site. <br />Provide additional information regarding the <br />corrective action taken with the drum <br />specified in the inspection report. <br />(The drum was repositioned and moved into <br />a steel 55 gallon drum with proper labeling. <br />
