SAN J O A R N Environmental Health Department <br /> i , IV <br /> RCRA Large Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> SPACERAK 214 S KELLY ST, LODI August 10, 2021 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 406 CCR 66261.7 Empty hazardous waste or material container greater than 5 gallons not managed per this section. <br /> OBSERVATION: The following empty containers were observed on site without a label: <br /> -7 black metal 55 gallon drums <br /> -5 blue plastic 55 gallon drums <br /> REGULATION GUIDANCE: Empty containers which previously held a hazardous material, including hazardous <br /> waste must be managed per Title 22 California Code of Regulations(CCR)section 66261.7. Refer to this section <br /> and California Department of Toxic Substances Control guidance for more information. <br /> CORRECTIVE ACTION: Immediately label all empty containers with the date they were emptied and manage <br /> within one year of that date. Manage the container per Title 22 CCR section 66261.7. Provide a corrective action <br /> statement and supporting documentation to the San Joaquin County Environmental Health Department(EHD) <br /> within 30 days. <br /> This is a minor violation. <br /> 605 CCR 66262.34(f) Failed to completely label containers or portable tanks of hazardous waste. <br /> OBSERVATION: Hazardous waste containers were observed on-site with incomplete labeling. The labels were <br /> missing the hazardous properties. The containers were: <br /> -2 approximately 4 cubic feet cardboard boxes of paint chips <br /> -2 black metal 55 gallon drums of"debris, petroleum hydrocarbons" <br /> -1 black metal 55 gallon drum of"sludge, petroleum hydrocarbons" <br /> REGULATION GUIDANCE: All hazardous waste containers shall be marked with the following information: the <br /> words"Hazardous Waste", name and address of generator, hazardous properties, physical state, composition <br /> (contents), accumulation start date <br /> CORRECTIVE ACTION: This violation was corrected on site. <br /> This is a repeat violation, Class II. <br /> 712 HSC 25201.16(f) Failed to properly store and label containers of hazardous waste aerosol cans. <br /> OBSERVATION: The facility is managing universal waste(UW)aerosol can storage containers in a way that is out <br /> of compliance with this section. One approximately 30 gallon cardboard drum of aerosol cans were observed in the <br /> Bay 6 area without a label. <br /> REGULATION GUIDANCE: California Health &Safety Code section 25201.16 <br /> CORRECTIVE ACTION: The aerosol cans must be in a container labeled with "Universal Waste"and "aerosol'. <br /> Provide a corrective action statement and supporting documentation to the San Joaquin County Environmental <br /> Health Department(EHD)within 30 days. <br /> This is a Class II violation. <br /> Overall Inspection Comments: <br /> FA0010183 PR0517911 SCO01 08/10/2021 <br /> EHD 22-03 Rev.9/16/2020 Page 7 of 8 RCRA Large Quantity Hazardous Waste Generator OIR <br /> 1868 E.
