The purpose of the telephone call was to follow up on a report that <br /> CKG Environmental,Inc. (CKG) submitted on behalf of Owens-Brockway Glass <br /> Container,Inc., (Owens-Brockway). The report was titled"Report of Shallow Soil <br /> Sampling,Former Above Ground Fuel Storage Tanks,Owens-Brockway Glass Container <br /> Facility,Tracy, California"and was dated September 24,2002. <br /> In our conversation you explained that the above ground storage tank program was no <br /> longer being funded so a formal response from the Regional Water Quality Control <br /> Board(RWQCB)would not be forthcoming. You further explained that the ASTs could <br /> be considered properly closed as long as there was no potential threat to groundwater <br /> present. We discussed the fact that the minor soil staining observed at one of the former <br /> AST locations would not constitute a threat to groundwater because the greatest depth of <br /> staining documented by soil sampling and analysis was approximately six feet below <br /> grade,and that groundwater is approximately 70 feet deep at the site. <br /> Tracy Closure Letter 1 December 3,2002 <br /> CKG Environmental,Inc. <br />
