The entire containment system, including walls and <br />floor, must be capable of containing oil and must be constructed so that any discharge from <br />a primary containment system will not escape the containment system before cleanup <br />occurs. Immediately provide adequate secondary containment for all aboveground <br />petroleum storage containers largerthan 55 gallons. <br />This is a Class II violation. <br />Item 7Q4 CFR 192 8(c)(2) Diked area is not sufficiently impervious to contain discharged oil. <br />According to the site inspection and according to the reviewed tank assessment report for the <br />1,750 gallon waste oil tank, prepared by Conestoga -Rovers & Associates (dated August 15, 2012), <br />the oil/water separator pit used as the secondary containment for the 1,750 gallon waste oil <br />tank "doesn't appear -to meet the requirements of 22 CCR 66265.193 and it didn't appear to <br />be lined and cracks were observed in concrete above the liquid level in the pit". Also, it was <br />observed at the time of this inspection, that the oily water waste mixture (mixture of "biosol" <br />and water which is used in the glass making process) discharges into an unlined soil area and <br />then subsequently flows into the two oil/water separator areas. As such, the diked areas onsite <br />are is not impervious to contain discharged oil. Diked areas must be sufficiently impervious <br />to contain discharged oil. Immediately provide or repair all diked areas to be sufficiently <br />impervious to contain oil. <br />This�is a Class II Violation. <br />Item 706• CFR 112 8(c)(2) Failed to provide and maintain adequate secondary containment. <br />According to the site inspection and according to the reviewed tank assessment report, <br />prepared by Conestoga -Rovers & Associates (dated August 15, 2012), the 450 -gallon and 1750 <br />gallon waste oil tanks appear to have insufficient secondary containment. Also, the oily waste mixture, referred to as "bi0501' and used in the <br />glass making process, discharges directly from the glass making area into an unlined area <br />where it pools and subsequently flows into the in -ground oil/water separators. All bulk <br />storage tanks must be provided with a secondary means of containment for the entire capacity <br />of the tank and sufficient freeboard to contain precipitation. Immediately provide sufficient <br />secondary containment for this and all other tanks at this facility. <br />16 <br />
