The containers <br /> were: <br /> -Two black metal 55 gallon drums of diesel tank clean-out sludge and liquid were observed behind the bus wash <br /> shed without hazardous waste labels. <br /> -One black metal 55 gallon drum of used antifreeze was observed inside the hazardous waste storage container <br /> without generator name and address. <br /> -One blue metal 240 gallon portable tank of used oil was observed outside the diesel tank dike without generator <br /> name&address and accumulation start date <br /> -One black metal 55 gallon drum of oily absorbent was observed inside the shop without an accumulation start date <br /> and hazardous properties <br /> REGULATION GUIDANCE: All hazardous waste containers shall be marked with the following information: the <br /> words"Hazardous Waste", name and address of generator, hazardous properties, physical state, composition <br /> (contents), accumulation start date <br /> CORRECTIVE ACTION: Immediately label the containers as required for hazardous waste. Provide a corrective <br /> action statement and supporting documentation to the San Joaquin County Environmental Health Department <br /> (EHD)within 30 days. <br /> This is a repeat violation, Class ll. <br /> 608 CCR 66266.130 Failed to properly manage used oil filters or fuel filters. <br /> OBSERVATION: Containers of used metal oil or fuel filters out of compliance with the storage rules were observed <br /> on-site. The following used metal oil or fuel filter containers were on-site: <br /> -One black metal 55 gallon drum of drained used oil filters was observed in the hazardous waste storage container <br /> without an accumulation start date and without a lid. <br /> -Bills of lading for drained used oil filters were not available for review during the inspection. <br /> REGULATION GUIDANCE: <br /> Title 22 California Code of Regulations section 66266.130 Management of Used Oil Filters. <br /> California Health&Safety Code section 25250.22 Fuel Filters <br /> CORRECTIVE ACTION: Immediately drain all metal oil and fuel filters of free-flowing liquid, store them inclosed, <br /> rainproof containers. Label the container with the words"drained used oil filters"or"used gasoline filters", <br /> depending on the contents. Mark the container with an accumulation start date. Dispose of all used filters stored <br /> on-site greater than one year. Used filters not stored, handled and disposed of according to this section are <br /> regulated as hazardous waste.
