Local office was dispatched. <br /> 17:00 Crew arrived on site. Initial photos were received. Per site supervisor, product impacted a large area of <br /> soil as well as two (2) storm drains. Environmental Health, San Joaquin County Emergency <br /> Management and Fish/Game are all en route to location for a site meeting to discuss what each of their <br /> requirements will be for cleanup. <br /> 17:43 Site supervisor completed site assessment with County Emergency Management, Fish and Game, <br /> Wes with Wilbur Ellis and Trevor Carlson with Del Rio Partners. After site assessment was complete, <br /> all parties gathered for a meeting to discuss a plan of action. <br /> 17:20 Site meeting was concluded. It was advised that Fish/Game did not see an Environmental impact at <br /> this time due to the product normally PHing neutral at a 6.0-6.5 and being water soluble; meaning if any <br /> product did reach the Meckaloma River, it would be dispersed upon contact. However, they would <br /> consult with their Emergency Management Team to see if additional steps will be needed. San Joaquin <br /> County Emergency Management agreed with Fish and Game. Since product is non-regulated and non- <br /> hazardous, the Environmental impact is minimum. However, due to the large amount that was <br /> absorbed into the soil, they are requesting a remediation of the contaminated soil to be performed. <br /> They also request that both storm drains be flushed and all liquid be collected and removed via a <br /> vacuum truck. <br /> 20:15 Crew then took measurements of the contaminated area for future remediation purposes. It was <br /> determined there is approximately 935 cubic yards of contaminated soil which will be removed during <br /> soil excavation and replaced with clean backfill. Crew then took soil and water samples. A sample of <br /> virgin product was also taken so the lab would have a comparison sample. Samples will be mobilized to <br /> the lab with a rushed result request as requested by Mark Verr with the CA State Water Board. Due to <br /> the cost of the rushed requested sampling, Wes Serpa with Wilbur Ellis was called and consulted with. <br /> Wes agreed rushed results are necessary and approved the rushed sampling request. <br /> 20:30 Storm drain outfalls were plugged out of an abundance of caution to ensure no additional product could <br /> impacted the storm drains or canals. Supervisor then collected all names, phone numbers and email <br /> addresses of all local county and state government agencies on site for future correspondence <br /> regarding this release. All collected contact information was then provided to the PM. As requested by <br /> Trevor Carlson with the property owner, Del Rio Partners a cost estimate and scope of work plan will be <br /> created and sent to him for approval prior to scheduling or beginning the onsite soil remediation or <br /> storm drain clean out. PM will have the local remediation PM to complete a site visit on Monday 29 <br /> March 2021 to verify all previously provided information to ensure an accurate cost estimate and scope <br /> of work plan is created and disbursed for approval prior to scheduling remediation. <br /> 21:00 Crew departed site. Remediation to be scheduled at this location once all permissions and approvals <br /> are received and scope of work plan is approved by the property owner, the Wilbur Ellis Company as <br /> well as all state and local officials.
