PUBLIC NOTICE <br /> Proposed No Further Action Determination <br /> Wilbur Ellis - Lodi <br /> 11701 West Woodbridge Road, Lodi, San Joaquin County <br /> California The Central Valley Regional Water Quality Control Board (Central Valley <br /> Environmental Water Board) invites public comment on a request for No Further Action by <br /> Protection Agency Wilbur Ellis at 11701 West Woodbridge Road Lodi (Site) shown on the <br /> Yana Garcia attached figure. <br /> Secretary of the Public Comment Period: 15 May 2024 through 15 June 2024 <br /> Environment CASE SUMMARY: <br /> Wilbur Ellis stored various agricultural solutions on an orchard owned <br /> separately at 11701 West Woodbridge Road in Lodi (Site). In March 2021 , <br /> a storage tank containing fertilizer solution, UAN-32, ruptured and released <br /> 6,000 gallons into surrounding soil and two surface water embankments. <br /> Water Boards The release caused elevated levels of ammonia and nitrogen in soil and <br /> State Water Resources one surface water drainage trench. <br /> Control Board In April and July 2021 , Wilbur Ellis conducted cleanup action at the Site. <br /> E. Joaquin Esquivel, Wilbur Ellis excavated 25,800 square feet of affected soil to a 4-foot depth, <br /> Chair collected confirmation soil samples, and analyzed for ammonia as nitrogen <br /> and nitrate as nitrogen. Two surface water samples were collected from the <br /> Regional Water Quality affected surface water drainage trench and analyzed for ammonia as <br /> Control Board, nitrogen. <br /> Central Valley Region Wilbur Ellis has sufficiently removed impacted soils and the footprint of <br /> Mark Bradford, Chair originally affected soils are below cleanup objectives for the Site of <br /> 100 milligrams per kilogram (mg/kg) of nitrate and ammonia as nitrogen. <br /> One surface water sample in the drainage trench contained 49 milligrams <br /> per liter (mg/L) of nitrate exceeding the maximum contaminant level (MCL) <br /> Contact: of 10 mg/L for nitrate in drinking water. The surface water drainage trench is <br /> Isabella Hagopian intended for excess water from crops augmented by fertilizer and therefore <br /> (916) 464-4776 will likely remain elevated for constituents known to be contained in <br /> Regional Water Quality fertilizers like nitrogen and ammonia. In addition, two heavy rainfall winters <br /> Control Board, have occurred since the last sample was collected, and exceeding <br /> Central Valley Region concentrations of ammonia as nitrogen in the surface water drainage trench <br /> are unlikely to remain. <br /> H <br /> la. <br /> Isabelagopian@ <br /> sate la. s.ca.gov On 1 November 2021 , Wilbur Ellis submitted the Cleanup Action Report <br /> (Closure Request) that includes a request for regulatory closure of the Site <br /> (No Further Action). Central Valley Water Board staff reviewed the Closure <br /> Request and based on the soil and surface water concentrations believe <br /> there is merit to the request. <br />
