OBSERVATION: The business operator could not provide hazardous waste disposal records for the past three years during the inspection. The missing manifests were: 016781499JJK and 016051464JJK REGULATION GUIDANCE: A hazardous waste generator shall keep a copy of each manifest signed in accordance with section 66262.23(a)for three years or until the generator receives a signed copy from the designated facility which received the waste. This signed copy shall be retained as a record for at least three years from the date the waste was accepted by the initial transporter. CORRECTIVE ACTION: I showed the owner Khasif Khan how to access his disposal records on the hazardous waste tracking system. Kashif printed the missing manifest and kept them on site. This is a Class 11 violation. 113 HSC 25160.2(b)(3) Failed to keep copies of consolidated manifesting receipts for three years. OBSERVATION: The facility could not provide all of the consolidated manifest receipts for hazardous waste transported from the site in the past three years. The missing receipts are for the following dates: 08/16/2018, 02/11/2018, 10/4/2018, 1/31/2019, 6/25/2019, 5/2/2019, 3/21/2019, 7/25/19, 1/18/21, and 2/19/2021. REGULATION GUIDANCE: The generator shall retain each consolidated manifest receipt for at least three years. This period of retention is extended automatically during the course of any unresolved enforcement action regarding the regulated activity or as requested by the department or a certified unified program agency. CORRECTIVE ACTION: Locate a copy of the receipts listed above. Maintain the records on-site for three years from the date of shipping and provide a copy to the San Joaquin County Environmental Health Department(EHD). If the receipts cannot be found, provide a statement to the EHD that future receipts will be maintained on-site for three years. This is a Class 11 violation.
