OBSERVATION: At the time of inspection, it could not be demonstrated (not necessarily documented)that employees who handle hazardous waste were properly trained. Per Karen Rith (Store Manager), if there was a spill of Meguiar's Quik Wax she would clean it with paper towels and throw the soiled paper towels in the oily debris drum or the trash. According to the AutoZone training manuel spill clean-up material should be placed in a plastic bag with the leaking container and placed in the appropriate bucket. REGULATION GUIDANCE: The business owner must ensure that all employees are thoroughly familiar with proper waste handling and emergency procedures, relevant to their responsibilities during normal facility operations and emergencies. CORRECTIVE ACTION: Immediately train the employees. Provide proof of training within 30 days to the San Joaquin County Environmental Health Department(EHD)for employees whose responsibilities include hazardous waste. This is a Class II violation. 110 CCR 66262.40(a) Failed to keep signed copy of manifests from the designated facility for three years. OBSERVATION: Designated facility signed and dated copies of Uniform Hazardous Waste Manifests (UHWM) were not found on-site. The missing manifests are: -013120773FLE (6/21/2019) -006960233SKS (6/12/2019) -006952652SKS (1/30/2019) -006391772SKS (9/10/2018) -006391773SKS (9/10/2018) REGULATION GUIDANCE: A hazardous waste generator shall keep a copy of each manifest signed in accordance with section 66262.23(a)for three years or until the generator receives a signed copy from the designated facility which received the waste. This signed copy shall be retained as a record for at least three years from the date the waste was accepted by the initial transporter. The hazardous waste generator must submit a copy of the manifest to the California Department of Toxic Substances Control (DTSC)within 60 days if the destination facility signed manifest copy is not received from the transporter or designated facility. CORRECTIVE ACTION: Locate the destination facility signed manifests listed above and maintain in the facility file for three years from the date of shipping. Send a copy to the San Joaquin County Environmental Health Department(EHD). This is a Class II violation.
