The UST Tank Information forms for all five USTs in CERS list "Yes" for Fill Tube Shut-off Valve, <br />indicating overfill protection by mechanical flappers. However, in the Comments/Additional Information section of the <br />Monitoring Plan for all five USTs in CERS, the statement "Overfill prevention is set at 90% of tank capacity with <br />audible and visual alarms." The service technicians could not identify whether overfill protection was performed by <br />flappers or automatic tank gauges (ATGs). The EHD must be informed what method is used for overfill protection on <br />both the auto and truck sides of the facility. If mechanical flappers are being used, provide documentation that the <br />flappers have been set at 95 percent. If overfill protection is performed by 90 percent capacity of the tank using ATGs <br />with audible and visual alarm, then verification of the automatic tank gauges set at 90 percent must be performed. <br />This is a minor violation. <br />Overall Inspection Comments: <br />On site on June 16 and 17, 2016 to perform an annual monitoring system certification, spill container, and line <br />leak detector inspection. Except for checking communication in the 87-, 91-, and diesel -submersible turbine <br />pump (STP) sumps and fill sumps, the monitoring system certification for the automobile side of the facility was <br />completed on June 16, 2016; on site on June 17, 2016 to perform an annual monitoring system certification, spill <br />container, and line leak detector inspection on the truck side of the facility. Communication in the 87-, 91- and <br />diesel STP and fill sumps on the automobile side of the facility has not been and will not be completed during this <br />inspection. <br />An inspection checklist was provided to the facility clerk on the first day of the inspection (6/16/2016). Due to <br />time constraints, a checklist was provided to the facility clerk on the second day of the inspection (6/17/16). The <br />EHD has written the complete report which replaces the checklists left at the facility on June 16 and 17, 2016. <br />Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br />documenting the corrective actions that have been or will be taken for each violation, and any supporting <br />paperwork, within 30 days of receiving the complete inspection report. <br />Note: Notify the San Joaquin County Environmental Health Department (EHD) what method is being used for <br />overfill protection both on the automobile and truck sides of the facility. <br />Note: Sump collars that had been installed previously were verified for the STP sumps both on automobile and <br />truck sides of the facility during the inspections on June 16 and 17, 2016. <br />Please be aware that as of January 1, 2014, facility operators are required to upload the following UST program <br />documents into the California Environmental Reporting System (CERS): UST Monitoring Site Plan, UST <br />Certification of Financial Responsibility, UST Response Plan, UST Letter from Chief Financial Officer (if <br />applicable), and the Owner Statement of Designated Operator Compliance. The UST Owner/Operator: Written <br />Agreement, if applicable, can be stored at the facility or uploaded into CERS. <br />Page 8 of 9 <br />
