The gaskets <br />from the sump lids/collars of the truck side diesel north and south turbine sumps are missing. These sumps are not <br />liquid vapor tight. Secondary containment shall be constructed to prevent any water intrusion into the system by <br />precipitation, infiltration, or surface runoff. Immediately remove this liquid, make a hazardous waste determination per <br />Title 22 hazardous waste regulations, and manage accordingly. Immediately contact a properly licensed, trained, and <br />certified contractor to address the water intrusion into the truck side diesel vent sump, truck side diesel north and <br />south turbine sumps under permit and inspection of the EHD. <br />This is a Class II violation. <br />Overall Inspection Comments: <br />On site to witness completion of the annual monitoring system certification of the truck side USTs. <br />This is a billable reinspection. <br />Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br />documenting the corrective actions that have been or will be taken for each violation, and any supporting <br />paperwork, by 8-16-15. <br />Please be aware that as of January 1, 2014, facility operators are required to upload the following UST program <br />documents into the California Environmental Reporting System (CERS): UST Monitoring Site Plan, UST <br />Certification of Financial Responsibility, UST Response Plan, UST Letter from Chief Financial Officer (if <br />applicable), and the Owner Statement of Designated Operator Compliance.
