30 days from receipt of such notice, the facility may submit written information, views, and <br />arguments on the proposed amendment. After considering all relevant material presented, the EPA <br />must either notify the facility of any amendment required or rescind the notice. The facility would <br />then be required to amend this SPCC plan as required within 30 days after such notice, unless the <br />EPA, for good cause, specifies another effective date. <br />8.0 OPERATIONS & MAINTENANCE PLAN (O&M) <br />The following O&M procedures will be implemented: <br />8.1 Emergency & Monthly Inspections <br />A trained facility person (TFP) will perform emergency inspections by the following procedures: <br />1. Determine the reason for the alarm. <br />2. Shut off the system if it is operating. <br />3. Contact GM. <br />4. Assess the affected area. Dispatch emergency response spill equipment and materials <br />to the area in the event that the release compromises the secondary containment. <br />5. The GM, or TFP in charge will assess the situation and decide the appropriate group <br />(i.e. the ERT) listed in this plan to notify, clean the containment and make necessary <br />repairs. <br />In accordance with the requirements of 40 CFR §112.8(c), formal visual inspections will be <br />conducted by trained personnel on a monthly basis to ensure the integrity of oil storage containers, <br />and inspect for signs of deterioration, discharges, or accumulation of oil inside of secondary <br />containment areas. As a part of normal operations, the generator room is visited daily, and any <br />leaks from the generator reservoirs, fuel headers, or supply/return piping would be detected. On a <br />monthly basis, ReConserve California personnel will perform a formal detailed inspection to <br />visually observe the various oil storage areas for signs of deterioration, as well as associated piping <br />and connections, and secondary containments. The indoor aboveground piping associated with the <br />diesel tanks will be visually observed at the same time to evaluate the general condition of the <br />piping and any flange joints, expansion joints, valve glands and bodies, pipeline supports, etc. in <br />accordance with 40 CFR § 112.8(d). The formal monthly inspections also ensure that all securily <br />measures are in place (e.g., facility fencing is in good condition fire pump access door and <br />switchyard are locked, lighting is in working order). <br />ReConserve California Inc SPCC Plan <br />Stockton, CA <br />
