FINDINGS FOR SITE APPROVAL <br />PA -2100179 <br />ROBERT A. & TERESA HOLMES, TRUST / VELOCITER WIRELESS, INC. <br />1. The proposed use is consistent with the goals, policies, standards, and maps of the General Plan, any <br />applicable Master Plan, Specific Plan, and Special Purpose Plan, and any other applicable plan adopted <br />by the County. <br />• This finding can be made because the proposed facility may be conditionally permitted in <br />the AG40 (General Agriculture, 40 -acre minimum) zone with an approved Site Approval <br />application. The proposed facility is also consistent with the goals, policies, standards and <br />maps of the General Plan. The project site has a General Plan designation of A/G (General <br />Agriculture) and OS/RC (Resource Conservation), and the A -G zone is an implementing zone <br />for these designations. Therefore, the proposed use is consistent with the goals, policies, <br />standards, and maps of the General Plan, and there are no Master Plans or Special Purpose <br />Plans applicable to this site. <br />2. Adequate utilities, roadway improvements, sanitation, water supply, drainage, and other necessary <br />facilities have been provided, and the proposed improvements are properly related to existing and <br />proposed roadways. <br />• This finding can be made because there are no new utility improvements required. The <br />proposed project of a new telecommunications tower is an unmanned facility and will not <br />impact existing public utilities. This project will not require the use of a public water or septic <br />system and all storm water will be retained on site. Access will be from an existing driveway <br />on Blackmore Road. <br />3. The site is physically suitable for the type of development and for the intensity of development. <br />• This finding can be made because the 23 -acre parcel is of adequate size and shape to <br />accommodate the proposed expansion of buildings and all yards, building coverage, <br />setbacks, parking areas, and other requirements of the Development Title. The Site Plan <br />shows that there is sufficient area in compliance with Standards of the Development Title. <br />4. Issuance of the permit will not be significantly detrimental to the public health, safety, or welfare or be <br />injurious to the property or improvements of adjacent properties. <br />• This finding can be made because it was determined that the project will not be detrimental <br />to the Public Health. A Notice of Exemption from CEQA (California Environmental Quality <br />Act) will be filed. The telecommunications tower must comply with Federal Communications <br />Commission regulations regarding radio frequency emissions. <br />5. The use is compatible with adjoining land uses. <br />• This finding can be made because the proposed use may be conditionally permitted in the <br />A -G (General Agriculture) zone with an approved Site Approval application. The proposed <br />use will not interfere with nor alter the current land uses on adjoining properties. The <br />adjacent surrounding parcels are primarily agricultural and residential with scattered <br />residences. <br />PA -2100179 —Findings 1 <br />
